Ordinance No. 95-02, An Ordinance Relating to Vehicles and Traffic Control , Title VI , Chapter 1 of the San Leandro Municipal Code, Right Turn on Red (provides for "No Turn on Red" restriction on westbound Sybil Avenue and eastbound Castro Street at East 14th Street) . Ordinance No. 95-03, An Ordinance of the City Council of the City of San Leandro Amending Sections 1-1-304, 1-2-606, 1-2-608, 1-2-626, 1-2- 704, 1-2-706, 1-2-708, 1-2-710 and 1-2-806 of the City of San Leandro Zoning Code (A-94-10) (adds definition of "transfer station" and permits a transfer station as a Conditional Use in the IG [Industrial General ] District; adds "ambulance service" as a permitted use in the IG [Industrial General ] District; IP [Industrial Park] District; IL [Limited Industrial ] District; CC [Community Commercial ] District; and adds definition of a "farmers' market" and allows in non-residential districts, subject to Conditional Use approval , as approved at the Public Hearing on December 12, 1994) . Removed from the Consent Calendar to New Business. - An Ordinance of the City Council of the City of San Leandro Amending Title I, Chapter 3, Section 1-3-115 of the San Leandro Municipal Code Relating to Board and Commission Members (changes date of term expiration for Boards and Commissions to September 1) . - Resolution Establishing Staggered Terms of Office for Board and Commission Members (establishes Board and Commission Member terms, except Youth Advisory Commission, to coincide with nominating Council Member terms) . 7. NEW BUSINESS Items removed from the Consent Calendar. 6.G. Matter of Support of Amtrak's Capitol Train Service from San Jose/ Sacramento-Roseville. Council Member Perry said the letters regarding Amtrack should be changed to say "City Council " rather than "we. " The following Motion was then introduced: Minute Order No. 95-6, Matter of Support of Amtrak' s Capitol Train Service from San Jose/ Sacramento-Roseville. (1123) On motion by Council Member Perry, who moved its approval , seconded by Council Member Loeffler, and carried by a majority vote (7) , the City Council supported the continuation of and directed staff to send appropriate letters indicating City Council Support for Amtrak' s Capitol Train Service from San Jose/Sacramento-Roseville. •
