Minutes - San Leandro City Council Meeting - March 20, 1995 Page - 11 -
CITY COUNCIL COMMENTS (continued)
D. Council Member Kerr said he had information regarding five different
skateboard parks, and he is impressed that there have been no lawsuits
at any of them. He said the parks are controlled very carefully, there
is supervision at all times, and the hours are controlled. He provided
the information to the City Manager.
Mayor Corbett noted that she is waiting for a letter from the
Recreation and Parks Commission and will schedule this matter for City
Council discussion.
Council Member Kerr said, although he has been against skateboards, he
has read about the success of these parks. He noted, however, they are
very costly to operate and to staff.
E. Council Member Myers noted that he has requested the matter of the "0"
zoning be revisited and that possibly an ordinance amending the "0"
zone to the way it was prior to the new Zoning Code be prepared. He
said this matter has now become urgent because people in the area are
planning on building and do not know if they would be building under
the new Zoning Code or the old Code.
Steve Emslie, Planning Manager, explained that, although the "0" zone
stayed intact to the new Zoning Code, some general requirements related
to residential development were changed, which affected all residential
areas, including the "0" zone: He said this matter was discussed when
the Zoning Code was being revised. One change related to building and
setbacks and the other related to tandem parking. He said the language
was clarified not changed. He also noted some properties on Marina
Boulevard went from "0" zoning to multi-family to match the surrounding
area.
Council Member Myers said it was his understanding nothing would be
changed in the "0" zone.
City Attorney Steve Meyers recommended the City Council discuss this
matter in detail prior to making any decisions. The matter was
scheduled for the April 3 City Council Work Session.
F. Council Member Myers noted there are still a number of vacancies on the
Boards and Commissions and said the City Council should set politics
aside and get the vacancies filled.
G. Council Member Myers said he had asked for a report on City Council
appointments to outside agencies. Staff said the report is being
prepared.
H. Council Member Myers said last week he met two women who had come on a
cruise to the Spinnaker Yacht Club and, in talking with them, they said
they wanted him to let the City Council and staff know they walked
through the Marina area and the park, and it is better than anything
they have seen in San Francisco.
