Matter of Appointment of Council Members to Inter-Governmental <br /> Agencies. <br /> Mayor Corbett explained why she scheduled this matter. She said <br /> Council Member Myers had asked for a report on outside agencies and how <br /> people were appointed to them. There are approximately twelve outside <br /> agencies which Council Members can serve on, three of which are listed <br /> on the agenda. It has come to her attention that, in the history of <br /> San Leandro going back to Mayors Maltester, Gill , Karp, and Faria, <br /> recommendations have been made by the Mayor for appointments to these <br /> positions, and then a vote was made by the Council approving the <br /> appointments, although she did not recall that until receiving the <br /> staff report. The Mayor said, throughout that history, each of the <br /> appointments has been ratified by the Council . The Mayor said she did <br /> not recall that a vote had been taken by the Council previously, but <br /> the staff memo explained that had happened and, for that reason, she <br /> scheduled the matter for the Council meeting. She discussed her memo <br /> outlining the outside agencies, including where they meet, time <br /> commitment, etc. , so Council Members who were interested would have an <br /> idea of the workload and whether they would be available. She said she <br /> was hoping for discussion on whether there are positions they are <br /> interested in and, if any of them who serve on outside agencies see <br /> additional information that's needed, let staff know. She requested <br /> that Council follow through with past practice for the Mayor to make <br /> recommendations to these positions and the Council accept those <br /> recommendations. She noted she is serving as the duly recognized <br /> representative of the City to the East Bay Dischargers Authority <br /> (EBDA) , Alameda County Congestion Management Authority (ACCMA) , and <br /> Alameda County Waste Management Authority (ACWMA) . For both EBDA and <br /> Congestion Management, she served in the past in Alternate positions <br /> and has come to know issues of the agencies very thoroughly. She hoped <br /> people could move into Alternate positions as she has in the past so <br /> they can learn about them and then move up. Regarding Congestion <br /> Management, she did not realize there should be a vote, but the <br /> agencies have recognized her as a full voting member for the City, so <br /> there has been no delay in representation for the City. As a new <br /> Mayor, she apologizes for not recalling this. She requested that the <br /> City Council support her as Council 's have supported the Mayor in the <br /> past - to allow the Mayor to carry on the ability to make <br /> recommendations. <br /> Council Member Perry moved to table the matter for a Work Session. She <br /> said the Council is missing pieces of information such as what the <br /> agency does, times of meetings, compensation for regular and <br /> subcommittee meetings, etc. She said some appointments have been held <br /> by the Mayor and some have not. She said Council Member Kerr served as <br /> the ACCMA representative until Mayor Corbett appointed herself. She <br /> said the Council needs to look at the overall picture. She recommended <br /> the item be put on the next Work Session, all the additional <br /> information available, and discussion at that time. <br />
