Minutes - San Leandro City Council Meeting - April 17, 1995 Page - 8 -
NEW BUSINESS (continued)
Council Member Myers noted that he was formally resigning as the
Alternate to the East Bay Dischargers Authority (EBDA) because there is
a possibility his company may be doing some work for EBDA, and it would
not be appropriate for him to sit on EBDA.
C. Matter of Nominations of Members to Boards and Commissions.
Council Member Perry asked if Items C through S could be voted upon as
a group.
Mayor Corbett said in the past each Council Member has introduced and
spoken about his or her nominee, which they could not do if they voted
on the nominations as a group.
Council Members Kerr and Galvan said there were 17 nominations, but the
nominees would be introduced at the next meeting when they are
appointed. He said a group vote would expedite the process.
Mayor Corbett pointed out that a group nomination would not reflect the
name of the nominating Council Member in the vote. Council Member
Perry said the Resolution could reflect that. Mayor Corbett said, the
last time a number of nominations were approved, 11 persons were
nominated, by individual votes, reflecting the individual nominating
Council Member's name.
Council Member Polvorosa said he prefers individual nominations. He
said it is a privilege for the City Council Member to nominate people.
Council Member Galvan moved to vote on all the nominations at one time;
Council Member Kerr seconded the motion and recommended that the name
and position of each nominee be read by the Clerk, then Items C through
S be approved by one vote.
The City Clerk pointed out that only brand new nominees would be sworn
in at the next Council meeting, not those being re-appointed.
Council Member Loeffler said a group nomination seemed like a change in
the process and took away from the individuality of the nominations,
and he would prefer individual votes.
Council Member Perry said her reason for doing this was to move the
process along. Traditionally, the Council has accepted the appointment
by the nominating Council Member.
Mayor Corbett said she could not support the motion based on statements
she has made. She apologized to the people in the audience who may be
affected by the vote, but she would appreciate being able to retain her
ability to vote on particular members.
