Rick Richards, 335 Peralta Avenue, President of Friends of the San <br /> Leandro Creek, said the Root Park project was created in response to <br /> requests by the community in 1991 . He said it is the only natural <br /> creek in the East Bay that remains above ground its entire length. It <br /> is a wonderful place for children to learn about nature and plays a <br /> crucial role in the City's development. He said the improvements will <br /> reduce crime . He described problems with trash and pollutants from <br /> Kragen Auto. He said San Leandro is an aging city, and it must <br /> continually be revitalized with projects like Root Park. <br /> In response to Council questions, Mr. Richards said the toxins found by <br /> East Bay Municipal Utility District stop at Bancroft Avenue, but East <br /> Bay MUD is going to retest as a result of the heavy rains. He <br /> described the membership of the Friends of the Creek. <br /> S. George Lill , 1040 Adason Drive, spoke in opposition to the Farmers' <br /> Market at the Community Library. He said the downtown merchants <br /> planned a Farmers' Market at Pelton Center, and the City pre-empted the <br /> idea. He said a lot of little businesses have been shut down. He said <br /> it is the little people who volunteer, conduct fund raisers, and <br /> otherwise contribute to the community. He questioned whether the City <br /> should be putting on a Farmers' Market. <br /> Mike Oliver, City Manager, said the City has been working with the <br /> Downtown Business Association, including the owners of Pelton Center, <br /> on a variety of business efforts. He said the concept of a Farmers' <br /> Market on public property is more common than on private property. He <br /> said the owner of Pelton Center is working with the City to upgrade the <br /> Center. <br /> T. Diane Akers, 2478 Blackpool Lane, Director of the Alameda County <br /> Emergency Medical Dispatch Program, spoke in favor of the Emergency <br /> Medical Dispatch contract and described the benefits and services it <br /> will provide. <br /> U. Jeff Houston, 1465 Burkhart Avenue, spoke regarding Phase 1A of the <br /> Roberts Landing Development and expressed concern regarding a water <br /> well in Phase IA that has not been closed as required. He said safety <br /> at Roberts Landing has not been assured, and the City Council should <br /> retain control of the project. <br /> Steve Emslie, Planning Manager, said well abandonment is subject to the <br /> Remediation Action Plan, which is regulated by the Department of Toxic <br /> Substance Control (DTSC) . He said the well will be abandoned in <br /> compliance with a permit. He said occupancy in Phase 1 will not be <br /> permitted until Phase 2 work is complete. He described the abandonment <br /> procedure and said it will be monitored by DISC. He said there is a <br /> total of eight wells throughout the site. <br />
