Mr. Jermanis further described the Finance Committee <br /> meetings, which were open to the public. Council Member Loeffler <br /> suggested that, in the future, the proposed fees be advertised in <br /> the San Leandro Times to make the public more aware. <br /> Vice Mayor Kerr said the Marina Community Center user fees <br /> appeared equitable and could be readjusted as necessary. <br /> Council Member Perry said extensive research and site visits had <br /> been conducted to develop reasonable Community Center fees that <br /> cover actual costs. <br /> In response to Council questions, Mr. Jermanis explained the <br /> current Library meeting room fees and the proposed Marina <br /> Community Center fee structure. Mr. Jermanis said no increase was <br /> proposed for DFSI fees, pending the outcome of the business <br /> license fee revisions. He described the changes in the sewer fees <br /> and said the two-year structure is based on State and Federal laws <br /> requiring review of user fees every two years. <br /> The Hearing was then opened to the public. <br /> Al Rosenga, 534 Parrott Street, said the City Council should not <br /> take action on the fee proposals because the material was not <br /> available for the public to review. He said the public could not <br /> make comments if they did not have all the information. <br /> The City Attorney said it is common practice for staff to provide <br /> supplementary information at Council meetings. He said notice of <br /> the Public Hearing was given, as required by law; materials were <br /> available in the Clerk's Office, including the sewer fees; and the <br /> increases were discussed at public meetings of the City Council at <br /> the Service Center. <br /> Bob Taylor, Public Works Services Director, described meetings he <br /> held for major industries, the Chamber of Commerce, the <br /> Manufacturers' Association, and all homeowners associations. He <br /> said numerous organizations were notified of the meetings, and <br /> very few people attended. He discussed the sewer fee rate <br /> schedules. <br /> Mr. Jermanis further described the City Council Finance Committee <br /> meetings at which the press was present. He said the sewer fees <br /> were discussed at three or four meetings with the full Council . <br /> The majority of the City Council concurred that they did not <br /> oppose the fees but were concerned about the process. They <br /> discussed additional methods of creating public awareness in the <br /> future. <br />
