Matter of Designation of City Representative to Alameda County Waste <br /> Management Authority Subcommittees. <br /> Council Member Perry explained that, as of July 1st, the Alameda County <br /> Waste Management 'Authority would-be restructuring its committees. She <br /> had received a letter announcing new committee appointments which <br /> stated she had been appointed to the Facilities Committee and the <br /> Planning Committee. She said the language states that the member <br /> agencies determine who serves on committees. Therefore, she brought <br /> this matter to the City Council prior to Authority ratification on <br /> Wednesday. <br /> Vice Mayor Kerr -said-the Authority has changed its position several <br /> times; when he was on the Authority they had a ruling that Alternates <br /> could not be on committees, but that ruling was relaxed when AB 939 and <br /> Measure D were approved because more committees were formed. He said <br /> he did not understand why the Authority was requesting this. <br /> Council Member Perry said she wanted to give the City Council the <br /> opportunity to make comments. <br /> Mayor Corbett said, as the City's past representative and as an <br /> Alternate for four years, the rule was that Alternates had the ability <br /> to serve on committees, with the full power of the Member. She said <br /> she served for four years as an Alternate and one year as a Member, and <br /> she served on the Facilities Committee when John Faria was Mayor. She <br /> said the change is not the issue of Alternate vs. Member but that, <br /> pursuant to the Strategic Plan, some of the committees have been <br /> consolidated, and there are now fewer committees. She said, as a <br /> matter of process and fairness, the Authority is allowing each Member <br /> Agency to have two committee positions. She said there is a letter <br /> from the Authority stating that either the Member or Alternate could <br /> serve. She said it is up to the City. She said she would be <br /> interested in serving on any of the committees. She said she has the <br /> experience, interest, and background. <br /> Council Member Loeffler asked Council Member Perry if she would be open <br /> to sharing positions so that both her and Mayor Corbett's expertise <br /> would be available. <br /> Council Member Perry said she allowed the Mayor to serve through the <br /> transition even though Council Member Perry was the Member. She noted <br /> Council Member Polvorosa was the Alternate since July 1994 but did not <br /> serve on any committees. She said, as the City's Member of the <br /> Authority, she would be there. <br /> Mayor Corbett said she would like to continue to serve and thinks it <br /> would be fair and reasonable. She said she did not see the memo <br /> requesting the City's interest in committee representation because it <br /> was sent to the Members, not the Alternates. Her name was not <br /> submitted for consideration. <br />
