Minutes - San Leandro City Council Meeting - June 26, 1995 Page - 3 - <br /> NEW BUSINESS (continued) <br /> Following additional discussion, on motion by Council Member Loeffler, <br /> seconded by Council Member Myers, and carried unanimously, this matter <br /> was tabled -to the end of the CounrCil meeting. <br /> 6. PUBLIC HEARINGS <br /> A. Matter of Proposed Contract for Alternate Delivery System for Fire <br /> Services in the City of San Leandro. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Mike Oliver, City Manager, said the contract before the Council <br /> was the result of more than 24 months of work. The matter was <br /> discussed publicly in a number of different forums. It first arose <br /> when the City was faced with financial constraints and the Council <br /> directed him to take action and look into doing business in a new way. <br /> He said he looked at the private sector, which has adjusted the way it <br /> does business, and looked at providing quality products in a new way. <br /> The City Council directed staff to begin discussions with the Fire <br /> Fighters' Association and the County. A Joint Work Session was held <br /> with the Alameda County Board of Supervisors. <br /> He said the City will retain ownership of all fire stations and <br /> equipment, using a legally enforceable contract between the City of San <br /> Leandro and County of Alameda. The contract will be for five years and <br /> can be canceled. The contract has been negotiated at length with the <br /> Fire Fighters' Association and the Alameda County Fire Fighters' <br /> Association, both of whom support it. He said the Board of Supervisors <br /> was scheduled to act on the matter tomorrow at 10:00 a.m. <br /> Jim Johnston, San Leandro Fire Chief, said the contract is in the best <br /> interests of the City. He said he has conducted research on the matter <br /> and discussed the issues that are being considered. He discussed the <br /> current and proposed configuration of the Fire Department and described <br /> current response to calls and future response. He said consolidation <br /> would provide for greater backup and quicker response, particularly <br /> during multiple calls; and consolidation will provide a resource pool <br /> with the addition of nearby Alameda County fire stations, such as the <br /> one on Paseo Grande. <br /> He discussed other benefits, including standardized training procedures <br /> with the larger group, greater efficiency, greater expertise in areas <br /> such as Hazmat, urban search and rescue, water rescues, etc. , which are <br /> not available to the City currently. He said the service level in San <br /> Leandro will remain consistent. He said the joint paramedic program <br /> will provide a paramedic on each engine company. <br />
