Minutes - San Leandro City Council Meeting - June 26, 1995 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Galvan said this is a difficult decision. He said he is <br /> pleased this is a contract for services as opposed to a Joint Powers <br /> Agreement or consolidation. He said- there—Will not be any new taxing <br /> authority or assessment districts. He said this is reinventing <br /> government with a smart contract that protects the City and enhances <br /> fire services. He said he is pleased the City and County will be <br /> sharing Hazmat costs because Union City and Hayward have pulled out of <br /> the Hazmat agreement. He said he supports the contract. <br /> Mayor Corbett said the Council 's most important responsibility is to <br /> maintain public safety for citizens. She said the Agreement provides <br /> every protection available for fire and life-saving medical calls. It <br /> provides the ability for quicker response and increased services. The <br /> City was faced with cutting services or finding other alternatives to <br /> save the S1 million, and the citizens demand excellence in service. <br /> She said the Council may be elected officials, but they also have <br /> families about whom they are concerned and who may need emergency <br /> services. <br /> It was moved by Council Member Myers, seconded by Council Member <br /> Polvorosa, to approve the Ordinance. Council Member Galvan asked if <br /> the Ordinance could be amended to provide for a nine-month period to <br /> withdraw from the contract, rather than a full year. After discussion, <br /> the City Council concurred with this suggestion. Council Member Perry <br /> requested the Ordinance be amended to provide for the independent audit <br /> to be prepared by March 1st of each year. Council Members Myers and <br /> Polvorosa amended their motion. <br /> The following Ordinance and Resolutions were then introduced: <br /> Ordinance No. 95-010, An Urgency Ordinance of the City of San Leandro, <br /> Amending Chapter 2 of Title I of the San Leandro Municipal Code, <br /> Relating to Departments, Approving a Fire Protection and Emergency <br /> Medical Services Agreement, and Declaring This Matter an Urgency <br /> Measure, To Take Effect July 1 , 1995, As It Relates to Taxes for the <br /> Usual and Customary Expenses of the City, and Is for the Immediate <br /> Preservation of the Public Peace, Health and Safety. (2793/2678) <br /> Introduced by Council Member Myers, who moved that it be passed to <br /> print and adopted, as amended, seconded by Council Member Polvorosa, <br /> and carried by a majority vote (7) . <br />
