The Assistant City Manager said, although responsibility for the golf course was split between Public Works and Community Services in the past, it was not effective, so it has been consolidated to be more efficient. The golf course has been placed under Public Works because that department recently hired a Public Works Superintendent with extensive experience in golf courses. The consolidation has improved the condition of the course. Council Member Perry expressed concern about the future and asked how Public Works and Recreation activities would be linked and how communication with the Harbormaster would be maintained. The Assistant City Manager said the Golf Course Manager and the Harbormaster will be expected to work in concert, particularly on Capital Improvement projects, and to take a global perspective. Minute Order No. 95-59, Matter of Authorization to Create New Classifications of Golf Course Operations Manager and Development Specialist (requests authorization from City Council to create new classifications of Golf Course Operations Manager and Development Specialist, as approved in the adopted Budget for Fiscal Year 1995-96) . (1079) On motion by Council Member Myers, who moved its approval , seconded by Council Member Polvorosa, and carried by a majority vote (7) , the City Council authorized the creation of Golf Course Operations Manager and Development Specialist classifications. 7.0. Approval of__Work_ Session_Items Requiring Action. - Proposed Skateboard Area at Thrasher Park. Dennis Smith, Community Services Department, presented the staff report. He said the proposal will provide a safe, secure place for skaters in the community. It will be an enclosed area, and minor participants must pay and must have release of liability forms signed by their parents on file. The area will be supervised by City staff. He reviewed the proposed location and said volunteer parents will build portable ramps, banks and mounds.- In response to Council questions, he discussed parking and said staff believes it will be adequate. He said there is room for expansion of the area if necessary. He said staff has considered specific times for various age groups and will work with the Police Department on appropriate routes for skaters to take to and from the park. In response to Council questions, the Assistant City Manager said the parking garage is not a viable option because visibility is poor.
