PUBLIC HEARINGS <br /> B. Matter of PD-95-1 ; Planned Development; Operation of a Diesel Truck <br /> Repair Business in an Existing Tilt-Up Concrete Building; and A-95-2; <br /> Reclassification; Rezone from IP (Industrial Park) District to IP (PD) <br /> (Industrial Park Planned Development Combining) District; Property <br /> Located at 799 Fremont Avenue; Assessor's Parcel Number 77B-800-6; <br /> Joseph L. Delucchi dba Mobile Truck Services, Applicant. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, presented the staff report. <br /> He said the applicant proposes a mobile truck service currently located <br /> on Doolittle Drive. He said two vans would be utilized, which would <br /> only be at the site when needed and would go out to make repairs. Some <br /> brake work would be done on site, within the building. He said road <br /> tests would be done on I-880, so noise would not be a problem. He <br /> described the previous, current and proposed zoning. He said a <br /> Condition has been applied that, if noise problems develop for the <br /> adjacent neighborhood, the building doors would be closed when work is <br /> conducted inside the building. <br /> In response .to Council questions, Mr. Weisbrod said. the paving on the <br /> site is adequate for large trucks. He said the Planning Commission <br /> recommends removal of paving in front of the building and installation <br /> of landscaping. He said smoke or air problems would not be created if <br /> work is done with the building doors closed because the trucks would <br /> not be running; the noise would be from pneumatic hammers and other <br /> tools. He said the building is concrete block and faces away from the <br /> houses. <br /> The City Council asked if the noise issue could be reviewed in a year <br /> and brought back to_the Council . The City Attorney said, once the <br /> zoning is approved, it cannot be withdrawn. He recommended that staff <br /> be directed to investigate any noise problems and recommend mitigation. <br /> Mr. Weisbrod said the applicant spoke with the homeowners association <br /> and homeowners in the area regarding the noise issue. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion by Council Member <br /> Galvan, seconded by Council Member Loeffler, and carried by a majority <br /> vote (7) , the Public Hearing was closed. <br />
