Minutes - San Leandro City Council Meeting - August 7, 1995 Page - 9 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> Minute Order No. 95-65, Motion Regarding Proposed Community Process <br /> for Developing Affordable Housing. (1833) <br /> On motion by Council Member Myers, who moved its approval , seconded <br /> by Council Member Galvan, and carried by a majority vote (7) , the <br /> City Council approved the Community Process for Developing <br /> Affordable Housing, including a Work Session for the City Council . <br /> - Minute Order No. 95-66, Motion Regarding Proposed Process for <br /> Disposition of Surplus Property - Portion of Marina Golf Course and <br /> 1001 Davis Street. (1556) <br /> On motion by Council Member Myers, who moved its approval , seconded <br /> by Council Member Galvan, and carried by a majority vote (7) , the <br /> City Council approved the Process for Disposition of Surplus <br /> Property, Portion of Marina Golf Course and 1001 Davis Street. <br /> E. Report by the City's East Bay Dischargers Authority (EBDA) <br /> Representative Regarding Proposal from Livermore-Amador Valley Water <br /> Management Agency (LAVWMA) for Expanded Use of East Bay Dischargers <br /> Wastewater Outfall . (1221) <br /> Council Member Galvan read a FAX he received from the East Bay <br /> Dischargers Authority (EBDA) regarding the status of the Livermore- <br /> Amador Valley Water Management Agency (LAVWMA) negotiations. The FAX <br /> stated LAVWMA representatives were going to recommend to the LAVWMA <br /> Board that negotiations be ended and that LAVWMA would pursue other <br /> options. Council Member Galvan said he understands the negotiating <br /> committee meeting lasted about 10 minutes, and the LAVWMA person felt <br /> he couldn't resolve the issues with Dublin-San Ramon Sanitary District, <br /> or with San Leandro and Union City. He said other options for LAVWMA <br /> would include reverse osmosis or running sewage over the hill . He said <br /> he thinks this is part of the process, and he doesn't think LAVWMA will <br /> stray far away because this is still the most economical option. He <br /> said LAVWMA has not said negotiations are off; one member of the <br /> negotiating team said he is going to recommend that to the Board. <br /> The City Council discussed this matter at length. They directed the <br /> matter be placed on the August 21, 1995, City Council meeting Agenda <br /> for continued discussion, and that, in the meantime, staff provide a <br /> chronology of key events, including information regarding the following <br /> issues: <br /> 1 . History of the EIR process and why the City of San Leandro requested <br /> what it did for mitigation. <br />
