History of why the EBDA Joint Powers Agreement requires a unanimous <br /> vote and whether this is good for San Leandro or not. <br /> 3. The issue of capacity, not just for San Leandro but for all EBDA <br /> members. <br /> 4. The future of EBDA, which is scheduled to sunset in 2020, and where <br /> San Leandro wants to be at that time. <br /> 5. How much capacity San Leandro currently uses and what impact <br /> residential and commercial developments coming on line will have on <br /> that capacity. <br /> 6. The positions of San Ramon, Dublin, and all the other agencies. <br /> F. Report on Closed Session Actions Taken. <br /> The City Attorney reported that direction was given but no final action <br /> was taken. <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Imposing Liens for Non-Payment of Delinquent City Service <br /> Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, presented the staff report. <br /> He said property may be liened if bills for service are not paid. He <br /> said the property owners had been notified, and staff was available to <br /> respond to questions before the meeting. <br /> • <br /> The City Clerk noted the Council had been provided with an updated list <br /> of properties to be liened, reflecting those that had been paid to <br /> date. <br /> In response to Council questions, Mr. Jermanis explained that Will 's <br /> Family Favorites again had a large lien in the amount of approximately <br /> $119,000. He said staff will be working with the owners and will <br /> discuss discontinuing their sewer service because Will 's uses the lien <br /> system as a financing mechanism. He said neither the County nor the <br /> City would allow the liens to outstrip the value of the property, and <br /> foreclosure would be an option. <br /> The Hearing was then opened to the public. <br /> • <br /> There being no comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Perry, and carried by a majority <br /> vote (7) , the Public Hearing was closed. <br />
