Minutes - San Leandro City Council Meeting - September 5, 1995 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Myers noted the full Agenda packet is provided to the <br /> President of Associated Homeowners. <br /> Mr. Emslie further discussed the definition of Group Residential and <br /> said this action would not make it a permitted use by right but would <br /> enable the Zoning Enforcement Official to review every proposal for <br /> Group Residential in the P District. In response to Council questions, <br /> he said requirements such as a trial period, followed by review, could <br /> be applied to these uses. <br /> Al Rosenga, 534 Parrott Street, said San Leandro has gotten along <br /> without this use in the professional district for many years, and it is <br /> not needed now. He said there has not been enough review of the <br /> matter. He said it was deliberately left out of the Zoning Code. He <br /> said outside forces are coming in to try to do something when there are <br /> a lot of other areas where this can be done. He said the P District <br /> needs to be professional . He said there is nothing that says someone <br /> can't take over the top floor of a professional building and put in a <br /> group home. <br /> Council Member Loeffler noted there were no objections before the <br /> Planning Commission from homeowners' groups. Mr. Rosenga said they <br /> probably weren't notified. The City Council and staff discussed the <br /> ways in which notification of Planning Commission and City Council <br /> Hearings and Agendas is provided. <br /> Council Member Loeffler said it was his understanding this modification <br /> to the Code is a correction to try to include the San Leandro Shelter. <br /> Mr. Emslie said the Shelter is trying to create a "safe house" and is <br /> looking in the P District, and staff felt it was more appropriate than <br /> in residential duplex and residential single family districts. He said <br /> the P District does not intrude into a neighborhood. <br /> Mr. Rosenga said no changes should be made in the P District until a <br /> thorough study has been made of the whole process. He said this change <br /> has been triggered by one application, so it is spot zoning. He said <br /> zoning changes which can be large and applied to many structures need <br /> more study. <br /> Council Member Loeffler said the Planning Commission minutes show a lot <br /> of forethought, and he is concerned about holding up the applicant in <br /> this process. <br /> Elaine DeColigny, San Leandro Shelter for Women and Children, said this <br /> gives them greater flexibility in responding to women in the community. <br /> She said the amendment to the Code should be made on principle, <br /> regardless of this particular application. She said the P District <br /> makes sense for Group Residential as well as a safe house for victims <br /> of domestic violence. She said her agency has worked with the City to <br /> produce a high quality program for citizens with and without homes. <br />
