Minutes - San Leandro City Council Meeting - September 18, 1995 Page - 4 - <br /> PUBLIC COMMENTS (continued) <br /> P. Tom Blackadar, 794 Estudillo Avenue, said the solution that was the <br /> subject of the petition is not what is being proposed. The pilot <br /> program will divert more traffic onto Estudillo Avenue. Something <br /> should be done that will benefit all streets, not just those with low <br /> volume. <br /> Q. Brian Copeland, 785 Estudillo Avenue, said speed controls are good, but <br /> the pilot program is bad. He said everyone will go to Estudillo where <br /> cars drive 40-50 mph. He said animals are hit and children can't play <br /> outside because of the speed and volume of traffic. He said speed <br /> controls should be on all the streets. <br /> R. Darlene Evans, 361 Bristol Boulevard, suggested the use of streets such <br /> as Preda to funnel traffic from Oakland. She said medians don't help <br /> people who don't have cars. She said more streets are needed in the <br /> industrial areas. <br /> S. Mark Behning, 725 Joaquin Avenue, said there should be a public hearing <br /> after the staff report. He said Estudillo and Sybil should be included <br /> in the pilot program. He said the program must be funded immediately <br /> after the pilot program is deemed successful . He said the problem is <br /> not just traffic levels, but speed as well . <br /> 6. CONSENT CALENDAR <br /> Consent Calendar items are typically routine in nature and are considered <br /> for approval by the City Council with one single action. The City Council <br /> may remove items from the Consent Calendar for purposes of discussion. <br /> Items listed on the Consent Calendar are deemed to have been read by title. <br /> Item 6.H was removed from the Consent Calendar and continued to the City <br /> Council Meeting of October 2, 1995. The remaining items on the Consent <br /> Calendar were approved as follows: <br /> Introduced by Council Member Loeffler, who moved adoption of the Consent <br /> Calendar, with all items deemed to have been read by title, seconded by <br /> Council Member Galvan, and carried by a majority vote (7) . <br /> A. Minutes of the meeting of September 5, 1995. <br /> B. Resolution No. 95-183, Resolution Approving a Non-Exclusive <br /> Installation and Service Agreement Between the City of San Leandro and <br /> Metricom, Inc. (allows for installation of radio transmitters on light <br /> poles) . (2323) <br /> C. Resolution No. 95-184, Resolution Approving Contractual Services <br /> Agreement with Environmental Science Associates for an Environmental <br /> Impact Report for Roberts Landing, Phases 2 and 3 (provides for <br /> preparation of an EIR for the Roberts Landing, Planned Development, <br /> Phases 2 and 3) .
