Resolution Designating Restricted Parking, No Truck Parking, 2:00 A.M. to <br /> 6:00 A.M. , Title VI, Chapter One of the San Leandro Municipal Code, <br /> Doolittle Drive (provides for truck parking restriction between 2:00 a.m. <br /> and 6:00 a.m. on Doolittle Drive) . <br /> Council Member Myers requested that the Resolution be modified to restrict <br /> parking, if possible, between 6:00 a.m. and 6:00 p.m. , for reconsideration <br /> at the October 2, 1995, City Council meeting. The City Council concurred. <br /> A. Resolution Approving a Pilot Program of Neighborhood Traffic Controls <br /> on Estudillo, Joaquin, Juana, Dolores, Maud and Sybil Avenues Between <br /> Grand and Bancroft Avenues (provides for the installation of speed <br /> humps and temporary traffic circles) . <br /> Gary Kruger, Transportation Administrator, presented the staff report <br /> and responded to issues raised under Public Comments. He said the <br /> proposed traffic controls will result in less than 10 seconds increase <br /> in travel time and will not cause traffic to divert to other streets. <br /> He said traffic will be measured for a couple of weeks prior to and <br /> after installation of the controls to detect changes in traffic <br /> patterns; and if traffic has diverted to Estudillo or Sybil , <br /> modifications will be made immediately. He said, if the pilot program <br /> proves successful , staff will recommend a more general installation of <br /> the devices, probably some time before Christmas. He said electronic <br /> enforcement has been tried in other cities, but he does not feel it <br /> would be effective. He displayed the plan and discussed the <br /> alternatives available if traffic does divert to Estudillo or Sybil . <br /> Council Member Perry suggested adding the traffic circle at Estudillo <br /> Avenue as part of the pilot program to provide a more realistic <br /> scenario of the ultimate plan. She said traffic might then all move to <br /> Sybil Avenue, so she preferred to have all five traffic circles <br /> installed as part of the pilot program and would like to see the humps <br /> staggered toward areas of high use, toward the San Jose end of Joaquin <br /> and the west end of Dolores. <br /> Council Member Galvan concurred. He said people speed again after they <br /> cross the hump because there is still another 1,000 feet to go. He <br /> said there should be four traffic circles on Estudillo Avenue. <br /> Council Member Loeffler said a speed hump should be installed on Sybil <br /> so all streets are covered and all residents observe effects. <br /> Vice Mayor Kerr asked about future funding if the pilot program is <br /> successful . Mr. Kruger discussed current and future funding and how it <br /> would fit into the Capital Improvement Program. <br />
