Resolution No. 95-206, Resolution Offering Reward for Apprehension of <br /> Perpetrator (offers $10,000 reward for the identification, apprehension <br /> and conviction of the person or persons responsible for the Target <br /> Store robbery/homicide) . (1123) <br /> Introduced by Council Member Perry, who moved its adoption, seconded by <br /> Council Member Polvorosa, and carried by a majority vote (7) . <br /> B. Proposal by Dublin-San Ramon Services District to Buy Capacity from <br /> East Bay Dischargers Authority. (1221) <br /> Council Member Galvan discussed the Dublin-San Ramon Services <br /> District's (DSRSD) proposal to buy excess capacity from the East Bay <br /> Dischargers Authority (EBDA) . He described the components of the <br /> proposal and said DSRSD has the ability to make an offer independently <br /> of the Livermore-Amador Valley Wastewater Management Authority <br /> (LAVWMA) , of which it is a member. He said San Leandro's portion of <br /> the proceeds would be proportional to the City's original buy-in to <br /> EBDA. In response to Council questions, he discussed the difference <br /> between the unanimous vote requirement for changes to capacity required <br /> in the EBDA Joint Powers Agreement (JPA) vs the requirements for <br /> LAVWMA. He said this matter would come before the EBDA board on <br /> Thursday, but it was not likely there would be a vote at that time. <br /> Vice Mayor Kerr moved to direct Council Member Galvan to support the <br /> proposal . The motion failed for lack of a second. <br /> Council Member Perry requested a staff report on the Tri Valley <br /> Wastewater Authority, LAVWMA, and the differences in the various JPA's. <br /> The City Council directed that this matter be scheduled for continued <br /> discussion at the November 6, 1995, City Council meeting. <br /> C. City Council Reports on Intergovernmental Agencies. <br /> Council Member Perry said the Waste Management Authority is determining <br /> whether enough customers exist for a new facility. <br /> Council Member Perry said the Associated Community Action Program is <br /> dealing with funding for next year's cycle. <br /> Council Member Perry said she attended the Californians for Better <br /> Transportation meeting on behalf of the League of California Cities. <br /> She said Measure B sunsets in 2001, and it is unclear whether charter <br /> cities will be affected by changes in transportation funding. She said <br /> General Law cities could lose as much as 45% of their general fund <br /> monies. <br /> Vice Mayor Kerr said the Congestion Management Agency will have a tour <br /> of facilities. <br />
