Approval of Work Session Items Requiring Action. <br /> Minute Order No. 95-72, Motion Regarding the Citizen Participation <br /> Program. (1054) <br /> On motion by Council Member Myers, who moved its approval , seconded by <br /> Council Member Kerr, and carried by a majority vote (7) , the City <br /> Council referred the matter of the Citizens Participation Program to <br /> the Finance Committee for additional study and budgeting in the 1996-97 <br /> budget. <br /> Minute Order No. 95-73, Motion Regarding Truck Routes and Inclusion in <br /> the Master Plan of City Streets. (1428) <br /> On motion by Council Member Loeffler, who moved its approval , seconded <br /> by Council Member Galvan, and carried by a majority vote (7) , the City <br /> Council accepted staff recommendations regarding truck routes. <br /> E. Report on Closed Session Actions Taken. <br /> The City Attorney reported no final action was taken. <br /> 8. PUBLIC HEARINGS <br /> A. Proposed Change in the Method of Computation of the Business License <br /> Fee. <br /> - Letter and Petition from James Begier and the San Leandro Automobile <br /> Dealers' Group Opposing Proposed Business License Adjustment. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Mike Oliver, City Manager, described the process leading up to <br /> modifications to the Business License Tax. He said the Budget <br /> Strategies approved by the City Council included three important <br /> elements of risk: 1) whether the State would take away funds, 2) the <br /> Fire Department consolidation, and 3) modifications to the Business <br /> License Tax. He said the City Council Finance Committee recommended <br /> virtually no increase in any other fees, and the City Council directed <br /> staff to work with the community on the Business License Tax. He said <br /> the City and the Chamber of Commerce co-sponsored a number of forums <br /> and sent notices to local businesses. John Jermanis, Finance Director, <br /> met with concerned businesses. <br /> Mr. Jermanis presented the staff report. He said the proposal provides <br /> for a conversion from a per-employee fee structure to a gross receipts <br /> structure, and includes lowering the Development Fees for Street <br /> Improvements (DFSI) . He discussed revenue trends and described the <br /> basic assumptions made in revising the tax, including the need to <br />
