Minutes - San Leandro City Council Meeting - December 18, 1995 Page - 2 -
8:00 P.M. REGULAR MEETING -- Community Library Center, Lecture Hall
300 Estudillo Avenue
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ROLL CALL
PRESENT: Council Members Galvan, Kerr, Loeffler, Myers, Perry, Polvorosa;
Mayor Corbett
ABSENT: None
4. PRESENTATIONS
None
5. PUBLIC COMMENTS
Public Comments are limited to 5 minutes per person. The public is invited
to make any comments related to Agenda items (including San Leandro
Redevelopment Agency, San Leandro Parking Authority, and San Leandro
Industrial Development Authority) or other items of public interest at this
time. Comments regarding Public Hearing items will be heard during the
Public Hearing portion of the Agenda.
A. Susan Riskind-Poulsen, 182 Sunnyside Drive, presented a letter
requesting that multifamily residential zoning use in the N-2 District
of East 14th Street be changed from a permitted to a conditional use to
stabilize the existing residential communities and provide residents
the opportunity to have input.
B. Betsy Venters, 555 East 14th Street, San Leandro Citizens Against Abuse
of Eminent Domain, said the Council approved eminent domain despite
opposition at two meetings. She said the public was told there were no
plans, but Lloyd Wise said he had been working with the City. She
asked what protection the properties on Linton would have from lights
and announcements; would there be a sound wall . She asked if Lloyd
Wise would be given a variance for the large sign on the freeway, when
other businesses can't get such variances.
C. Sig Ulland, 1600 Grand Avenue, Owner of Businesses on Dutton Avenue,
Member of Citizens Against Eminent Domain, said the City failed to
notify property owners in the Marina Faire area of eminent domain
proceedings. He said the City Council acts as if it's an approved
voice of the community, but that is not true. He said the City Council
replaces small viable businesses with large businesses. He suggested
litigation by both parties and referred to the Hawaiian Housing
Authority vs Metcalf case.
