Minutes - San Leandro City Council Meeting - January 4, 1993 Page - 9 - <br /> NEW BUSINESS (continued) <br /> Mayor Karp said he would like to get together with Mr. Sullivan to talk <br /> about third-party liability and a potential State mandate. He said the <br /> reason the City is adopting these Resolutions and Ordinance is to <br /> assist property owners who have been waiting as much as six or seven <br /> years to get the County to come out and look at their properties. He <br /> said doing this through the City will provide some control . <br /> Mr. McCammon said that there is a State program through which property <br /> owners can apply for funding, and Mr. Bakaldin will be assisting <br /> property owners in that program. <br /> Lou Filipovich, 15376 Laverne Drive, said the City is getting into a <br /> can of worms. He said the Federal government came out with the same <br /> thing many years ago and passed a hazardous liability law on special <br /> aspects that applied to the transportation industry. He said the State <br /> passed the same law in 1972. He said at both levels there is no <br /> insurance underwriter and nothing that makes it mandatory to sell a <br /> policy. He said people cannot get insurance or have anyone named as <br /> additional insured. He said he is concerned that the City's costs will <br /> increase and will have to be passed on to the taxpayer. He said he has <br /> substantial detail this issue. <br /> E. Resolution No. 93-11, Resolution Approving Agreement with Alameda <br /> County Regarding County Clean-Up Oversight (clarifies City and County <br /> responsibility for the clean up of hazardous material sites within the <br /> City of San Leandro) . (2439) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Corbett, and carried by the following called <br /> vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> F. Resolution No. 93-12, Resolution Approving Agreement with the San <br /> Francisco Regional Water Quality Control Board Regarding Hazardous <br /> Materials Clean-Up Oversight (clarifies responsibilities of oversight <br /> activities regarding Underground Storage Tanks) .
