Minutes - San Leandro City Council Meeting - January 11, 1993 Page - 10 - <br /> NEW BUSINESS (continued) <br /> Doug Talmadge, 948 Alice Avenue, said he is a Civil Engineer trying to <br /> show the feasibility of an alternative access to the east. He said the <br /> present EIR states traffic is 7 . 1 trips on Dutton, but he found 10 <br /> trips without the project. He said there is no definitional grasp of <br /> the project, and San Leandro should wait until Oakland defines the <br /> project. He said he is pleased the City made the Appeal and should <br /> stay in there. He said it doesn't make sense to tie one hand behind <br /> your back. <br /> Frederick Reicker, 2018 Marineview Drive, said he is shocked. He said <br /> of the $500,000 in mitigation, $200,000 to $300,000 is for traffic <br /> impacts. He said this leaves a one-time windfall of only $200,000 for <br /> permanent destruction of Dunsmuir Ridge and the quality of life. He <br /> said thousands of San Leandro and Oakland residents have opposed the <br /> project. He said this is a public-safety issue, and he strongly <br /> objects to accepting any mitigation or taking any action which implies <br /> endorsement. <br /> Garry Loeffler, 235 Begier Avenue, said the City Council has a charge <br /> to represent the citizens. He said, up until 48 hours ago, he felt an <br /> assurance that they believed in the charge. He said Creekside <br /> Neighborhood Association has had experience with mitigation when <br /> apartments were built and a traffic signal was promised as mitigation. <br /> He said that was five years ago, and there is still no signal . He said <br /> he questions whether this is a magic solution. He said he is opposed <br /> to the development, and the public is being abused by the leadership of <br /> the City and being forced to come out and abject again . He asked the <br /> City Council to reject the MOU and let the City of Oakland know this <br /> decision. <br /> Steve Ilmberger, 16565 Cowell Street, asked if the City Attorney, City <br /> Manager, and Traffic Engineer had considered the damage that will occur <br /> to San Leandro streets from four years of heavy construction equipment. <br /> He hoped the City Council would not support the Agreement and said it <br /> is a breach of public trust. He said $500,000 is not adequate to pay <br /> for the damage caused by heavy trucks. He said he is angry the City is <br /> even considering the MOU. He said his family has an aviation business <br /> they were considering moving to Williams Street, but now they may pull <br /> out of San Leandro. <br /> Council Member Corbett asked how heavy equipment would be transferred <br /> to the site and what the impact would be on San Leandro. <br />
