Mr. Jermanis said the City could refinance at any time, but <br /> the interest rates are good now. <br /> There being no further comments from the public, on motion of Council <br /> Member Perry, seconded by Council Member Polvorosa, and carried <br /> unanimously, the Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-20, Resolution Making Certain Findings with Respect <br /> to a Proposed Refunding Plan of San Leandro Housing Finance Corporation <br /> and Approving Certain Documents Relating to Such Refunding for a Low- <br /> Income Housing Development Known as Ashland Village Apartments <br /> (authorizes refinancing of 1983 Bond Issue for Ashland Village <br /> Apartments' low-income housing) . He said Pacific Union Company is proposing to <br /> re-zone the property from C-4 to R-1-PDC. He said their General <br /> Development and Precise Development Plan proposes a 35-unit, single- <br /> family-home subdivision, including a Tentative Map. He said Pacific <br /> Union developed the Magnolia Lane project, and this project is similar, <br /> to be called Fallen Leaf Lane. He said the Planned Development <br /> provides for discretionary review. He said the project, consisting of <br /> 8.77 units per acre, will be considered low density. He said the <br /> General Plan designates this as a No Change" area but recognizes <br />
