Minutes - San Leandro City Council Meeting - February 1, 1993 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett asked if the Symons property was I-P. Mr. <br /> Weisbrod said in 1983 it was I-P, in 1986 it was re-zoned to I-2. <br /> Council Member Faria disagreed and said, in 1986, it was re-zoned to <br /> I-P. <br /> Council Member Corbett said the point is, since 1986, all of the <br /> parcels have been I-P. Mr. Weisbrod said this was correct. He said <br /> the building that was burned received a Planned Development but was <br /> subsequently re-zoned from I-P to 1-2, so the Planned Development was <br /> not longer binding. He said it was re-zoned within the last year. <br /> The City Council asked questions and Mr. Weisbrod responded on zoning <br /> of other properties in the area. <br /> Mayor Karp suggested that, since questions were arising related to the following <br /> Public Hearing, A-92-07, the two Hearings be combined. The City Council <br /> therefore opened the Public Hearing on A-92-07 and combined the discussion with <br /> A-92-02. <br /> B. Matter of Appeal by Douglas T. Federighi of the Planning Commission's <br /> Denial of A-92-07; Re-Zone from the I-P (Industrial Park) District to <br /> the I-2 (General Industrial ) District; 2515 Through 2553 Williams <br /> Street, Douglas T. Federighi , Owner; and 2502 Williams Street, <br /> Associated Aerospace Activities, Owner; Located at the Northwesterly <br /> Corner of Williams Street and Aurora Drive; Assessor's Parcel Number <br /> 79A-541-17-2 and 18; Planning Commission Resolution of Intention No. <br /> 10-92-8. <br /> Mayor Karp said surveyors are doing a Final Map on the entrance into <br /> the park from Davis Street, and there is an Agreement from Oakland <br /> Scavenger Company. Mr. Weisbrod said, when the Transfer Station came <br /> to the BZA to make changes in its operation, the City required that <br /> they work with the City on dedication of some land on their northern <br /> boundary to obtain a wider street and access to the park along Davis <br /> Street. <br /> Council Member Corbett said East Bay Regional Park District is <br /> concerned that industrial uses will cause toxics to run into the <br /> slough. Mr. Weisbrod said any uses that allow toxics require a <br /> Conditional Use Permit, and the Permit can be Conditioned to control or <br /> mitigate any problems. He said this type of control could be required <br /> in either District. <br /> Council Member Corbett said it appears all improvements have been made <br /> in terms of aesthetics, but the issue seems not to be the appearance, <br /> but the use, of the property. Mr. Weisbrod said this was correct. <br /> Council Member Corbett asked if it would be possible under I-2 to <br /> preserve the I-P improvements already in place. Mr. Meyers said, when <br /> property is re-zoned from a less-restrictive zone to a more restrictive <br />
