Matter of Declaration by City Council Members <br /> and Principal Officers of Direct and Indirect Financial Interests in <br /> Property in the County of Alameda/City of San Leandro Joint <br /> Redevelopment Project Area, commonly known as the East 14th <br /> Street/Mission Boulevard/Lewelling Boulevard Redevelopment Project. <br /> (1120) <br /> On motion by Council Member Kerr, who moved its approval , seconded by <br /> Council Member Myers, and carried by the following called vote, the <br /> City Council accepted the statement by the City Clerk that the City <br /> Council Members and principal officers had filed Declarations of Direct <br /> and Indirect Financial Interests in the subject property and indicated <br /> that all had stated they had no financial interests in property in the <br /> Redevelopment Project area. <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> E. Minute Order No. 93-13. Matter of Nomination of Member to the Library- <br /> Historical Commission, District 3 -- Caryl Ann Symons. (1017) <br /> On motion by Council Member Polvorosa, who moved its approval , seconded <br /> by Council Member Corbett, and carried by the following called vote, <br /> the City Council approved the nomination of Caryl Ann Symons to the <br /> Library-Historical Commission, District 3. <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> F. An Ordinance Adding Article 5 to Title 3, Chapter 15 of the San Leandro <br /> Municipal Code Relating to a Storm Water Management and Discharge <br /> Control Program Enterprise Fund (establishes a Storm Water Utility <br /> Enterprise Fund for collecting fees to implement the Alameda County <br /> Urban Runoff Clean Water Program [ACURCWP]) . <br /> Council Member Kerr said there was an excellent "Letter to the Editor," <br /> written by Bob Taylor, on this subject in the San Leandro Times. <br /> Mayor Karp said this is another example of a Federal mandate which is <br /> unfunded. He said the City Council and the Mayor have done substantial <br /> work and introduced a Resolution through the National League to stop <br /> unfunded mandates. He said these costs have to be passed on to the <br /> residents. He also said HR 140 is proposed to stop all unfunded <br />
