He said, in the meantime, the League is also <br /> introducing a Resolution for a Constitutional Amendment to stop <br /> unfunded mandates, and he asked for audience support. <br /> Ordinance No. 93-04, An Ordinance Adding Article 5 to Title 3, Chapter <br /> 15 of the San Leandro Municipal Code Relating to a Storm Water <br /> Management and Discharge Control Program Enterprise Fund (establishes <br /> a Storm Water Utility Enterprise Fund for collecting fees to implement <br /> the Alameda County Urban Runoff Clean Water Program [ACURCWP]) . <br /> (1140-B) <br /> Introduced by Council Member Kerr, who moved that it be passed to <br /> print, seconded by Council Member Faria, and carried by the following <br /> called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Cost of Sidewalk Construction for the Martin Boulevard Area <br /> Neighborhood Improvement District, Project No. 92-8332. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Silva, City Engineer, said the Public Hearing tonight was <br /> the concluding issue of the public improvements in the Martin Boulevard <br /> area. He said a variety of repairs had been coordinated, including <br /> street work, followed by work by staff, such as, repair of signs, etc. <br /> He said the Amended Superintendent of Street's Report includes address <br /> changes for returned letters because the County Assessor's information <br /> was incorrect and five minor reductions in the assessments. <br /> Council Member Faria asked about a discrepancy on the assessment for <br /> 725 O'Donnell Avenue. Mr. Silva said two of those adjustments had been <br /> made prior to preparation of the City Council Agenda. <br /> Council Member Perry said, on page 93, there was no listing for an <br /> assessment for 1024 Martin Boulevard. Mr. Silva said the property <br /> owners lived at 1024 Martin Boulevard, but they own property at 1006 <br /> Hutchings Drive, which was being assessed. <br /> Mr. Silva described the considerable contact that had been made with <br /> property owners on this project, including Town Hall Meetings and <br /> answering numerous questions over the telephone. <br />
