Minutes - San Leandro City Council Meeting - March 15, 1993 Page - 10 - <br /> NEW BUSINESS (continued) <br /> The following Resolution was then introduced: <br /> Resolution No. 93-51, Resolution Appointing Member to the Library- <br /> Historical Commission, District 3 -- Caryl Ann Symons. (1017) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Corbett, and carried by the following called <br /> vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> Matter of a Mass Recovery and Compost Facility at the Water Pollution <br /> Control Plant. Resolution B approves the Mitigated Negative Declaration <br /> and Resolutions C, D and E approve agreements related to the construction <br /> and operation of a Mass Recovery and Compost Facility at the Water <br /> Pollution Control Plant to process municipal solid waste and sewage sludge <br /> into recyclable products and compost. <br /> The City Clerk noted a letter had been received from Mr. and Mrs. Dozier, <br /> 2152 West Avenue 136th, San Leandro. <br /> Bob Taylor, Public Works Services Director, said the proposal is for a <br /> Material Recovery Facility (MRF) at the end of Davis Street on the City's <br /> property at the Water Pollution Control Plant. He said the site is <br /> currently used for sludge-drying beds. He said the MRF process will take <br /> material directly out of the garbage trucks, and no separate collection <br /> will be necessary. He said the system will take the garbage and sort out <br /> inert materials; non-organics, such as rocks and glass; and inorganics; and <br /> will convert those materials into a compost or into fuel pellets. <br /> He said the first item on the Agenda is a Mitigated Negative Declaration. <br /> He said comments were received from three agencies and one individual , and <br /> the responses were included in the City Council 's packet. He said all <br /> environmental issues had been adequately considered and responses made to <br /> the written comments. He said he met with the homeowners association that <br /> sent one of the comments, and he believes he has adequately satisfied their <br /> concerns. He said one other letter was from the Alameda County Storm Water <br /> Management Agency, which just noted they had received it and that a Permit <br /> would be required. <br /> Mr. Taylor said the Agenda also included a Ground Lease Agreement with Bio- <br /> Mass Systems, Inc. He said Bio-Mass, which then used the name <br /> Scott/Newest, conducted a pilot demonstration a couple of years ago. He <br /> said the Ground Lease is for property the City would no longer need if this <br /> project is constructed. He said, for many years sludge has been air dried. <br /> He said this project would accept the sludge on a daily basis. <br />
