Minutes - San Leandro City Council Meeting - March 15, 1993 Page - 9 - <br /> NEW BUSINESS (continued) <br /> In response to a question from Council Member Kerr, Mr. Meyers said this <br /> matter was not subject to SB 1977, and only one Public Hearing to set the <br /> fee was required. <br /> Council Member Kerr said he has been opposed to this matter from the <br /> beginning because the requirements for water being put into the Bay are <br /> stricter than for drinking water; but, he said, since this is a mandated <br /> program, the City has no choice. He said he hopes the costs can be kept <br /> down. <br /> Council Member Perry said there has been discussion with Congressman George <br /> Miller, who sits on the committee, regarding having some of these <br /> requirements delayed or look into the impact on cities. She said the way <br /> Alameda County is handling it makes the fees as equitable as possible. She <br /> said the City does not have much choice in this matter and must go along <br /> with it because of the $10,000-per-day fine. She said there may be a point <br /> in time, as costs are logged by all cities in Alameda County and Contra <br /> Costa County, that this matter can be revisited and reevaluated. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 93-04, An Ordinance Adding Article 5 to Title III , Chapter 15 <br /> of the San Leandro Municipal Code Relating to a Storm Water Management and <br /> Discharge Control Program Enterprise Fund (establishes a Storm Water <br /> Utility Enterprise Fund for collecting fees to implement the Alameda County <br /> Urban Runoff Clean Water Program [ACURCWP]) . (1245) <br /> Introduced by Council Member Myers, who moved its adoption, seconded by <br /> Council Member Polvorosa, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> A. Resolution Appointing Member to the Library-Historical Commission, <br /> District 3 -- Caryl Ann Symons. <br /> Caryl Ann Symons took the Oath of Office. The City Council <br /> congratulated her and welcomed her back to a City Commission. <br />
