Mr. Taylor gave an explanation <br /> of how costs were arrived at and described the avoided costs obtained <br /> through utilizing this Facility. <br /> He discussed alternatives to AB 939 in the event this system does not <br /> operate as anticipated and said those would include curb-side-recycling <br /> collection; curb-side, yard-waste collection; and the transport of the <br /> material to a regional MRF. He said, if the system does not work as <br /> anticipated, the City would obtain the building at the Water Pollution <br /> Control Plant because, although Bio-Mass would be permitted to remove their <br /> equipment, the building would become the property of the City. He said the <br /> City would then look at one of the other options described. <br /> In response to a question from Council Member Perry, Mr. Taylor said AB 939 <br /> requires that the City reduce the amount of material going to the land fill <br /> but does not require that the final disposal areas be tracked. He said a <br /> base line has been established with San Leandro Disposal and Handy Can <br /> companies; and, as long as 50% less material goes outside the City, the <br /> requirements are met. <br /> Council Member Perry asked what agency would be responsible for responding <br /> to citizen complaints regarding the MRF. Mr. Taylor said the City would <br /> respond on nuisance complaints, odor would be the responsibility of the Bay <br /> Area Air Quality Control Board, and the quality of the sludge would be the <br /> responsibility of the Health Department. He said the Agreement on <br /> tonight's Agenda does not approve the project or final design. He said <br /> Bio-Mass still must obtain a Use Permit, Building Permits, etc. <br /> Council Member Perry asked what other agencies Bio-Mass would be required <br /> to go to for permits. Mr. Taylor said, among others, they must go to the <br /> Integrated Waste Management Board, Alameda County Waste Management Board, <br /> Bay Area Air Quality Control Board, State Water Resources Control Board, <br /> BCDC, Corps of Engineers, and the County Health Department. <br /> Council Member Corbett asked if there was some cost avoidance in the $60- <br /> per-ton charge for sludge. Mr. Taylor said there is. He said there is <br /> currently no establishment that regularly takes sludge. He said it is <br /> hauled to different sites each year, depending upon contractors' <br /> willingness to take it and the need for the sludge, such as for closure <br /> material , compost, land fill , etc. He said it is very expensive to <br /> transfer. The City currently spends $80,000 per year moving and handling <br /> the sludge on-site. <br /> Council Member Corbett said, on the curb-side collection, there is a credit <br /> for recyclables that can be sold and asked if that was taken into account <br /> in the cost avoidance. Mr. Taylor said his figure is a net difference over <br /> what the recycling collector sells material for. <br />
