Mr. Deadrich said it depends on the lender. <br /> Council Member Corbett asked, with the addition of the Transfer Tax, if <br /> it could be financed and how much more in mortgage payments it would <br /> mean. Mr. Deadrich said it would mean 50 cents or a dollar per month, <br /> but the point is, it is an additional cost for the property and is <br /> discouraging. <br /> Florence Ruha, 3745 Anza Way, said she had a problem with the <br /> Earthquake Preparedness Consultant position. She said the first year <br /> it cost $75,000 and said she thinks he also has an assistant. She said <br /> $250,000 has been spent, and she has been inundated with a lot of <br /> papers; but they are the same ones she has gotten for the last 40 <br /> years. She said, in 1986, a Fire Chief came to her homeowners <br /> association meeting, and they went home and strapped in water heaters, <br /> etc. She said she doesn't know what the consultant has done. She said <br /> her board was against putting in emergency arks because they would be <br /> vandalized, etc. She said she has not seen any results from this <br /> position. She said there are lots of plans and paperwork but very <br /> little money spent on implementation. <br /> Mike Oliver, City Manager, said, after the 1989 Loma Prieta Earthquake, <br /> the City Council requested a program that would assist the community to <br /> be prepared for the earthquake disaster that would undoubtedly strike <br /> in the future. He said the Partnership for Preparedness Program was <br /> implemented in 1990 and, at that time, San Leandro was leading in its <br /> approach to disaster preparedness. He said, because of a lack of <br /> funding, San Leandro has moved from first position to last. He said • <br /> the proposed funding package would provide for an aggressive Disaster <br /> Preparedness Program. He said Pat McClellan, the current Coordinator, <br /> has brought many grants for disaster preparedness to the City and has <br /> more than offset the cost of his salary and benefits. He said San <br /> Leandro does not have a program in place today, but, before the City <br /> Council is something that could provide a fully viable, outstanding <br /> program that will move the City forward to prepare for a large <br /> earthquake. <br /> Council Member Myers said the emergency arks had been moved to the <br /> 1993-94 budget, but he has received calls from many people demanding <br /> that they be put back in next year's budget. <br /> Mayor Karp said Mr. McClellan began the process of working with the <br /> Police Department, Fire Department, and Public Works in getting all <br /> necessary components of their program in place. He said Mr. McClellan <br /> has been extremely helpful in coming up with grants from FEMA for his <br /> salary and for the emergency radio system. He said the 51-member Task <br /> Force feels the City needs a program to get the community involved and <br /> prepared. <br />
