Council Member Kerr noted there has been a lot of graffiti in the <br /> Washington Manor area lately and asked if there was some way to offer <br /> a reward or some way to increase penalties. He said graffiti is <br /> continually applied to his fence on Norton Street and also on fences on <br /> Lewelling and Washington and throughout the area. <br /> Mike Oliver said Community Standards has been working with the juvenile <br /> officers and some arrests have been made. <br /> I . Council Member Polvorosa said 11 boys have been arrested and 4 will be <br /> prosecuted. He noted that, every time the Cal -Trans wall is cleaned <br /> off, it is immediately graffitied. He said the Washington Manor <br /> Shopping Center is doing a good job of cleaning the graffiti off their <br /> walls. <br /> J. Council Member Perry said she attended the East Bay Economic Summit <br /> last Friday at Cal -State, Hayward. She said members of the State <br /> Legislature, the Metropolitan Transportation Commission, the Economic <br /> Development Advisory Board (EDAB) , businesses, and education interests <br /> were represented. She said she asked at the meeting why there was no <br /> city representation, but her question was not answered. She said she <br /> stated that, without cities providing police, sewage treatment, job <br /> development, etc. , there would be no sound economy. She said, although <br /> her question was not answered, her comments did go on the record. She <br /> said it was mentioned the Governor proposed a budget with an $8.6 <br /> billion shortfall . She said the budget proposes shifting $2.05 billion <br /> in city, county, and special district taxes to education, as well as <br /> $300 million in Redevelopment and $150 million in Enterprise Funds. <br /> She said this gives an indication that the cities' money is in <br /> jeopardy, if not gone. <br /> K. Council Member Perry said she had the summaries from the Fiscal <br /> Economic Conference from Alameda County and Contra Costa County, which <br /> she will make available to the City Council . She said she also had the <br /> League of California Cities' booklet on lobbying on how much each city <br /> will be affected by property taxes already taken and those proposed to <br /> be taken. <br /> L. Council Member Perry said on Thursday she will be attending the League <br /> of California Cities Telecommunications Task Force in San Francisco to <br /> look at new technology. <br /> M. Mayor Karp said the Redevelopment Agency could be in jeopardy of having <br /> its pockets picked. He said it will be recommended that some City <br /> properties be transferred to the Redevelopment Agency and bond issue to <br /> protect the City from the State. <br />
