He said the <br /> single-family home will be a specialty book store for the hearing <br /> impaired. He said the property is zoned T-2 and the sale of <br /> merchandise is not a permitted use; therefore, a Planned Development to <br /> allow flexibility for the sale of books is required. He said the Board <br /> of Zoning Adjustments feels the use is compatible with other uses in <br /> the area. He said the site is convenient to public transportation, and <br /> the Applicant feels there will be no impact from traffic due to this. <br /> He said typical functions should result in a maximum of 20 vehicles, <br /> and it is unlikely the lot will fill up because people in the deaf/ <br /> hearing impaired community do not routinely own cars or drive. He said <br /> the Applicant is making upgrades to the site, such as lighting for <br /> safety and evening use, pavement treatment, landscaping, etc. He said <br /> the improvements benefit DCARA and enhance the appearance of the site. <br /> He said Findings have been made by the Board of Zoning Adjustments, <br /> which recommends approval of the project. He showed slides of the <br /> property and said only favorable comments had been received at the <br /> Board of Zoning Adjustments Meeting. <br /> Council Member Polvorosa asked if the project was in the Redevelopment <br /> Area. Mr. Penaranda said it was not. <br /> Council Member Polvorosa expressed concern that BART riders might <br /> utilize this parking lot. Mr. Penaranda said staff would work with <br /> DCARA to refine the details so this would not occur. <br /> Mayor Karp asked if anyone in the audience needed to have the meeting <br /> signed. It was indicated there was a signer in the audience. <br /> Council Member Faria asked how people would enter the book store and <br /> whether it would still look like a house. Mr. Penaranda said the <br /> residential character of the building would be maintained. <br /> Mayor Karp said Mr. Rosenga had expressed some concern regarding <br /> amplified music. <br /> Mr. Penaranda said there would be no signing on the front of the house; <br /> it would be on the auto repair shop, which would be the main building. <br /> He said a Condition had been added regarding signs. He said 38 parking <br /> spaces were permissible, and the Conditions would approve the parking <br /> as shown on the Exhibit. <br /> Council Member Perry said there were no Conditions saying that parking <br /> was restricted for those using the building only. She said this was <br /> important because of the location of the property adjacent to BART. <br /> She said she felt there should be a Condition regarding use of the <br /> parking lot and that it was not for BART parking. <br />
