He <br /> said the Planning Commission recommended that the City Council make the <br /> required Findings and approve the Precise Development Plan and adopt <br /> the Tentative Map. <br /> Council Member Corbett said the Planning Commission's work with staff <br /> to develop a better treatment for Hyde Street was a nice improvement. <br /> She said the staff report indicated a revised Landscaping Plan would be <br /> resubmitted and would include a variety of trees and shrubs along the <br /> set-backs. She asked if the Landscaping Plan would also include a <br /> requirement for climbing plants on the archway. Mr. Penaranda said the <br /> Landscaping Plan originally had a single variety of shrubs in the <br /> planters on the frontages, and staff recommends a variety of plants and <br /> could also require a climbing plant on the arch. <br /> Council Member Corbett asked questions regarding Conditions related to <br /> graffiti and asked if those Conditions would be included in the CC&R's. <br /> Mr. Penaranda said they would not. <br /> Council Member Perry said there was concern regarding the turning <br /> radius for emergency vehicles and concern that vehicles parked in the <br /> garages not protrude into the driveway. Mr. Penaranda said appropriate <br /> Conditions would be included. <br /> Council Member Corbett said she understood there was a list of approved <br /> security measures for new developments with regard to lighting, house <br /> numbers, etc. Mike Oliver, City Manager, said the proposed security- <br /> measure ordinance has not been approved by the City Council . <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, said he had no objection to the <br /> Plan but had questions regarding the parking and asked for an <br /> explanation. Mr. Penaranda said each unit has a two-space garage on <br /> the ground floor. There are also three, guest parking spaces and two- <br /> hour parking is available along Hyde Street, so the availability of <br /> parking is adequate. <br /> Mr. Filipovich asked if the garages were individual to each unit. Mr. <br /> Penaranda said they were. <br /> Terry Townsend, Dahlin Group Architects, representing Mr. Lu, the <br /> owner, said they agree with the Conditions and would not oppose a <br /> Condition to put vines on the arch. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Polvorosa, and carried <br /> unanimously, the Public Hearing was closed. <br />
