Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 16 - <br /> PUBLIC HEARINGS (continued) <br /> He said Donna Street, which is the rear frontage of the property, <br /> extends from Hesperian through to Lillian and East 14th Street. He <br /> said the signals are at 148th and at Louise and Hesperian. He said one <br /> issue is that people use the area as a short cut, making a right-hand <br /> turn on Lillian, extending down Donna Street to Hesperian Boulevard, to <br /> shortcut the intersection at Hesperian/Bancroft/East 14th Street. <br /> Mr. Weisbrod described the number of units and buildings in the <br /> project, the height of the buildings, parking ratio, and layout of the <br /> units. He said the developer proposed access to the project from both <br /> East 14th Street and Donna Street, with a remote-control security gate <br /> on the Donna Street frontage, accessible only to residents in the <br /> project. He said there would be no pedestrian gate on the Donna Street <br /> frontage, so visitors could not park on Donna Street and walk through <br /> a gate. He said the entrance from East 14th Street would be ungated <br /> and freely accessible. He said the Planning Commission had a number of <br /> concerns, including the height of the buildings and the access through <br /> Donna Street. He said the Traffic Engineer said the project could be <br /> adequately served through access from East 14th Street only. He said <br /> the Fire Department insisted upon an emergency-access gate on Donna <br /> Street. <br /> He said there was concern regarding visitor parking, described the <br /> parking ratio and said a Condition could be attached requiring more <br /> than the required parking, as well as Conditions related to parking <br /> boats, etc. , in the garage. He said he felt, because of the small size <br /> of the units and the convenience of the project to public <br /> transportation, there would be more than adequate parking in the <br /> project. He said the Commission felt this project was appropriate for <br /> the site. <br /> Mayor Karp noted, for the record, both he and Council Member Perry were <br /> present at a homeowners meeting when this project was presented. <br /> Mr. Weisbrod showed slides of the project site and the surrounding area <br /> and described the proposed access on Donna Street. <br /> Mayor Karp noted all of East 14th Street, from Davis Street to <br /> Lewelling Boulevard, will be reconstructed. Mr. Weisbrod noted there <br /> will also be a right-turn lane at the corner of East 14th and <br /> Hesperian, which would facilitate traffic movement. <br /> Mayor Karp asked how many vehicles and trucks left the Donna Street <br /> gate when Ashland Lumber was in operation. Mr. Weisbrod said the <br /> applicant estimated approximately 75 trips per day, including <br /> contractors, customers, and shipments from Ashland Door to the <br /> property. He noted that, during the Public Hearing, residents in the <br /> area contested the figure and estimated there were approximately 10 <br /> trips per day. <br />
