Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry said the residents believe most of the traffic on <br /> Donna was pickup and delivery service. She said Traffic Engineer Deane <br /> Howland said a traffic engineering study showed 703 trips. She asked <br /> where the traffic counter was placed, what time period, etc. , and said <br /> he mentioned no cut-through study was done. Mr. Howland said the <br /> counter was at the north end of Donna Street. Council Member Perry <br /> said it did not necessarily catch cut-through traffic that uses the <br /> Dorothy/Donna route to avoid the MacDonald's and Post Office traffic. <br /> She said the counter would register right-turn traffic but not left- <br /> turn traffic. Mr. Howland said that was possible. He said this was <br /> done on a weekday, the traffic was at the high end of typical <br /> residential traffic, and no cut-through study was done. Council Member <br /> Perry said cut-through traffic is of concern in that area. <br /> Council Member Faria said there was the same kind of problem on <br /> Halcyon. He said the turning movement was stopped and seemed to work <br /> well . He asked if there was any way to do the same kind of thing in <br /> this area. <br /> Mr. Weisbrod said Halcyon is a single street with no feeders. He said <br /> this street has quite a number of other streets that feed into it, and <br /> any kind of diversion would still need to be accessible to residents. <br /> Council Member Myers asked if it would be possible to install signs at <br /> both ends saying, "No Through Traffic" . Mr. Howland said such signs <br /> might be a deterrent but would not be legal . He said the southbound <br /> right-turn lane would help a lot. <br /> Council Member Polvorosa said stop signs at Dorothy and Donna might <br /> help. <br /> Council Member Perry said another issue is that cars from MacDonald's, <br /> the Post Office, etc. , park in the neighborhood and asked if that was <br /> looked at. Mr. Howland said it was brought up in the Public Hearing, <br /> and it was noted that restrictions could be put on the parking through <br /> the petition process. Mr. Weisbrod said, if 700 of the residents <br /> requested it, restrictions could be imposed; but they would also apply <br /> to the residents. <br /> Council Member Perry asked if guest parking could be designated as part <br /> of the Precise Development Plan. Mr. Weisbrod said it could. <br /> Council Member Perry asked if the need for fire access would change the <br /> configuration of the 6-foot, wrought-iron gate. Mr. Weisbrod said a 5- <br /> foot gate was recommended for appearance. He said the gate would be <br /> screened, attractive, and fit in with the residential area. <br />
