Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 28 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Kerr said it appears that the other cities appear to <br /> only be charging fees for their actual costs to meet the Federal and <br /> State requirements, but San Leandro is adding the current cost of <br /> street storm drain operation, maintenance, and renewal and replacement <br /> and asked why San Leandro is doing that and replacing General Fund <br /> costs with this program. Mr. Taylor said the costs of the street <br /> sweeping program currently paid by the General Fund will be replaced <br /> with the Enterprise Fund, including the inspection program of the storm <br /> drains. He said TV inspections have never been made in the past for <br /> pollutants, followup, etc. , and that portion will be included in the <br /> program, but not the existing cost of storm drains. He said the <br /> program will include existing street sweeping, additional storm drain <br /> work, additional inspections of commercial/industrial property, public <br /> information, and additional work by Engineering and Development for new <br /> development and construction control programs. <br /> Council Member Kerr said the ordinance the Council passed says the Fund <br /> will be paying for the maintenance, upkeep, and replacement. Mr. <br /> Taylor said the City Attorney gave the City plenty of latitude, and <br /> almost all of the other cities have that. He said the City of <br /> Alameda's first year program included about $8.00 put into a fund for <br /> construction; this year it's all going into the Clean Water Program. <br /> He said just because something is in the enabling ordinance does not <br /> mean it's included in this budget. <br /> Council Member Kerr asked for an explanation of the $135,000 assessment <br /> for San Leandro's share of the General Program. Mr. Taylor said the <br /> County Program has different consultants doing parts of the program, <br /> and they prepared an estimate for San Leandro for 1993-94 of <br /> $1 ,079,424. He said his budget was close to this. He said the General <br /> Program for Alameda County is $2,838,558; San Leandro's portion is <br /> $137,954, which represents 50% area/50% population, and includes the <br /> overall management of the program, working with the State Regional <br /> Board, on-going, storm event monitoring programs, staffing of <br /> committees, and the overall public information program. <br /> Council Member Myers asked for further clarification on the $1 ,030,000. <br /> Mr. Taylor said it is composed of $135,000 for the City's portion of <br /> the General Program, which has, until recently, been paid by Flood <br /> Control ; commercial/industrial inspections, the costs of which were <br /> formerly funded by Flood Control ; illicit discharge and connection of <br /> storm drains, which is a new program; and the total cost of street <br /> sweeping, roadside litter cans, and leaf removal , a portion of which <br /> had historically been funded out of the General Fund. He said, during <br /> the Task Force process, it was identified that these services were not <br /> eligible for cuts because they are mandated, not discretionary, so the <br /> costs are being put into this program. <br />
