Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 27 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked if there is still a working group looking at <br /> this problem overall in the County and keeping each other abreast of <br /> what's going on. Mr. Taylor said they meet once a month; there is a <br /> management group which administers the whole overall program; and there <br /> is a technical advisory group, a public information group, a new <br /> construction and development task force, and a maintenance management <br /> group, all of which meet once a month. He said there is plenty of <br /> dialogue which goes back and forth. Council Member Perry asked if the <br /> Council could be updated on a quarterly basis. She said it is <br /> important to her that the Council monitor the process and see what <br /> better ways may be available and how the rates may be reduced. <br /> Council Member Myers asked if the percentage of the calculation is <br /> basically worked out by the County for the City. Mr. Taylor said that <br /> was correct. Mr. Myers asked how the calculation would apply to <br /> properties that are single family but have one-third of an acre. Mr. <br /> Taylor said there are run off coefficients, and for more than a quarter <br /> acre, there is a calculation for a ranchette. <br /> Council Member Corbett asked how this program affects the regular <br /> street sweeping program; would the regular street sweeping program be <br /> continued. Mr. Taylor said the City is enhancing its regular street <br /> sweeping program. Council Member Corbett asked if there are savings <br /> because the street sweeping program will be funded through the Storm <br /> Water fund. Mr. Taylor said the street sweeping program will no longer <br /> be funded by the General Fund. He said San Leandro has had a trial <br /> program for six months for a regular street sweeping schedule, which <br /> will be followed except during the heavy leaf season. He said maps <br /> with the date for sweeping will be sent out. <br /> Council Member Corbett asked, if there is any opportunity to decrease <br /> the budget, could the per unit assessments be decreased. Mr. Taylor <br /> said, if everything is not spent this year, it could not go to the <br /> General Fund; so next year, when it is time to review the fees, any <br /> excess funds could be kept in reserves for system repairs, etc. <br /> Council Member Faria asked if Mr. Taylor was looking at a tow-away <br /> program to remove cars so that streets can be swept properly. Mr. <br /> Taylor said he did not recommend a tow-away; he said it is a very <br /> expensive situation for residents, which requires a commitment from the <br /> Police Department and the need for a tow truck. Mayor Karp said this <br /> does not work in Oakland. <br /> Council Member Faria asked if every piece of property and the <br /> assessments would be listed for the Public Hearing. Mr. Taylor said <br /> there would be a computer printout and he could look it up. He said <br /> the property owner would not be notified in advance of the fee, but <br /> they could find out at the Public Hearing. <br />
