Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 30 - <br /> PUBLIC HEARINGS (continued) <br /> Larry Norry, 2532 Williams Street, asked how the Storm Water fee would <br /> be applied to third-acre parcels. Bob Taylor said a one-third acre <br /> property would pay the single-family rate for the quarter acre, then <br /> take .75% for the portion that's over a quarter acre. He said he would <br /> calculate it for Mr. Norry in the morning. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-77, Resolution Establishing a Service Charge (Fee) <br /> Pursuant to Article 5, Title 3, Chapter 15 of the San Leandro Municipal <br /> Code, Regarding Storm Water Enterprise Service Charge (adopts fees <br /> which will be charged against all real property within the City of San <br /> Leandro) . (1245) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Myers, and carried by the following called <br /> vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Myers said he does not like to raise fees; but in the <br /> case of the Storm Water Program, the City Council has no choice but to <br /> do it. <br /> B. Council Member Corbett thanked Council Member Kerr, the members of the <br /> Washington Manor Homeowners Association, and all the Optimists for <br /> hiding eggs for the Easter Egg Hunt. <br /> C. Council Member Kerr said he has opposed the Storm Water Program since <br /> its inception. He said Bob Taylor did a good job of explaining the <br /> charges, however. <br /> D. Council Member Kerr said an excellent job is being done taking care of <br /> graffiti as it occurs. He said staff' s biggest problem is contacting <br /> people to get signatures to get the work done. Council Member Kerr <br /> went out and collected signatures for the program, but many people were <br /> not home. He asked if there was any way to bypass the need for a <br /> signature for release. He suggested that some way be investigated to <br /> make the process simpler. Steve Meyers said perhaps a standing right <br /> of entry could be obtained. Council Member Kerr said two people were <br /> arrested for graffiti on Easter Sunday night. <br />
