Council Member Perry said she received a memo on fiber optics, but her <br /> point was that the phone company and cable TV industry will be knocking <br /> on our doors wishing to install fiber optics, and the City should look <br /> into a policy ahead of time as to what the City wants, including the <br /> possibility of franchise fees, and how it should be addressed in the <br /> General Plan, such as rights of ways, and in our Underground Utility <br /> Plan. Her point was to do this, but not that the City would start to <br /> do such installations. <br /> F. Council Member Perry noted concerns of Donna Street residents related <br /> to traffic. She said she would be happy to facilitate a meeting and <br /> noted the problem includes cut throughs to the signal , as well as going <br /> down Margery to Western. <br /> G. Council Member Perry noted this is National Library Week. She noted <br /> she would be reading the next two nights, at the South Branch Library <br /> and at the Main Library, and trying to encourage reading to youngsters <br /> in our community. <br /> H. Mayor Karp said he wished more energy were spent on HR 140, to stop <br /> Federal mandates from continuing. He said, if people put energy into <br /> HR 140, they would be well ahead of the game. <br /> I . Mayor Karp noted the Clean Water Act will be coming up again and said <br /> to keep a close eye on it because it may include more mandates. He <br /> said the City is getting choked between the State and Federal <br /> governments. <br /> J. Mayor Karp noted the City Hall expansion program news report should <br /> have stated that it is a retrofit, not an expansion. He noted the <br /> stimulus program has been cut from $16.3 billion to about $12 billion <br /> and probably will be cut some more, so he doesn't see any help coming <br /> from it for the retrofit or anything else. <br /> 10.
