Resolution Authorizing the City Manager to Enter Into a Contract with <br /> Pacific Union Ventures for Development Services (authorizes the City <br /> Manager to sign a contract to provide for development services for the <br /> seismic retrofit of the Fire Stations, the Public Safety Building, and the <br /> Emergency Operations Center [EOC]) . <br /> Council Member Kerr said Consent Items C and D had to do with authorizing <br /> the City Manager to enter into contracts for development services totaling <br /> $438,000. He said there is a committee studying these projects, and he <br /> felt it would be wise to hold off on these agreements until after the <br /> committee made its recommendation. He also asked why the contracts did not <br /> have to go out to competitive bid. He made a motion to hold off on the two <br /> items pending further information from the committee studying these issues. <br /> Mike Oliver, City Manager, said the provision of professional services is <br /> specifically exempt from bid requirements, and the City has historically <br /> not gone out to bid for these services but uses a revised RFP/RFQ process. <br /> He said this will represent a continuation of the work that has already <br /> been done on City Hall by these companies, and the City has negotiated with <br /> both Pacific Union and Collaborative Designs and reviewed and reduced the <br /> scope of work. He said, at Work Session, the discussion was to hold the <br /> work to Phases 1, 2, and 3 to allow the City to proceed to begin to develop <br /> cost estimates for the fire stations and other essential buildings. <br /> Council Member Kerr asked what the cost for the three items would be. It <br /> was noted it would be $252,000. Council Member Kerr said he still felt <br /> this should be deferred until after a recommendation from the committee. <br /> Mr. Oliver said the recommendations to proceed were based on the <br /> recommendations of the Public Advisory Task Force made in February or <br /> March, which was to begin on a priority basis. He said the number one <br /> priority basis for the City was to seismically retrofit and assure the <br /> safety of the five fire stations, the Emergency Operations Center, and the <br /> Public Safety Building; and, at that time, the City had not obtained cost <br /> estimates and construction documents. That was the purpose of bringing <br /> this to the City Council . <br /> Council Member Kerr said the committee would be looking at the specific <br /> buildings to determine what they feel needs to be done, and the committee <br /> would determine what needs to be done as far as the contract for the design <br /> is concerned. <br />
