Minutes - San Leandro City Council Meeting - May 3, 1993 Page - 4 - <br /> PUBLIC COMMENTS (continued) <br /> Mayor Karp noted it was the people of San Leandro who wanted a <br /> newsletter. <br /> Mike Oliver, City Manager, said the City is enhancing the street <br /> sweeping program as part of the Clean Water Act implementation and is <br /> working on a street sweeping schedule right now for publication in the <br /> summer. <br /> John Justino, 1211 - 147th Avenue, President of the Halcyon-Foothill <br /> Homeowners Association, Inc. , said his homeowners' association has free <br /> speech and there's a lot of input. He said 35-50 people usually <br /> attend. He said, if people want information, they should come to their <br /> homeowners' association meetings. <br /> Ralph Frey, 901 Glen Drive, asked a question regarding New Business, <br /> Item G, the Resolution in support of United Magnet Technologies. He <br /> asked what the payroll was in San Leandro and what portion of the <br /> project revenue over the next two years would come from a contract with <br /> the Federal Government. He said it is commendable for the City to pass <br /> a Resolution supporting a local business, but in other cities he has <br /> seen resolutions that are political in nature and do not actually <br /> concern the local economy. <br /> Mike Oliver said the existing operation is in San Leandro, and they <br /> currently have 65 full -time employees. He said, if they're awarded the <br /> contract, they could add from 55-90 employees, with a $20-$30 million <br /> payroll over a five-year period. He said the Resolution would be sent <br /> to the Federal Government, as well as members of Congress, etc. <br /> Larry Norry, 2532 Williams Street, President of Mulford Gardens <br /> Improvement Association, questioned Item E under New Business, related <br /> to the Resolution Approving Application for Funds for the <br /> Transportation Enhancement Activities Program. He said he keeps <br /> hearing all government agencies are destitute; yet this Resolution asks <br /> for $2 million to install trees, landscaping, and median strips. He <br /> said there is no room for medians on Marina Boulevard. He said these <br /> dollars come from the taxpayers; and, if we don't have it, we can't <br /> spend it. He said beautification is fine, but eating and paying bills <br /> is more important. <br /> Mr. Oliver said Congress adopted a bill to enable communities to <br /> enhance areas. He said these are opportunities made available to <br /> enhance the quality of life at a nominal cost to the community. He <br /> said the City is attempting to make San Leandro an attractive place to <br /> live and work, and Gas Tax funds can be used to maintain facilities. <br /> Mayor Karp explained that California is a donor State. California pays <br /> in more taxes than it receives back from the Federal Government. He <br /> said, when it comes to roads, widening of 880 or Davis Street, these <br />
