(1123) <br /> Introduced by Council Member Corbett, who moved its adoption, seconded <br /> by Council Member Myers, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> H. Matter of Recommended Field Use Surcharge for Youth Sports Groups. <br /> Attachment: Letter from the Recreation and Parks Commission <br /> Recommending a $10 Surcharge Per Participant for Organized Youth <br /> Leagues, Effective July 1, 1993. <br /> Paul Nahm, Chairperson of the Recreation and Parks Commission, said the <br /> suggested Field Use Surcharge is a culmination of five to six months of <br /> work. He said the Commission was faced with the realization that there <br /> are short falls in several of the City's programs, including youth <br /> sports programs, which is faced with a $17,000 short fall . He said the <br /> Commission felt this kind of effort would result in a self-sufficient <br /> operation, and they solicited information from other cities. He <br /> reviewed the charges in a number of other Alameda County cities. He <br /> said the Recreation and Parks Commission has attempted to get input <br /> from the users, and he felt the users either understood the situation <br /> or supported it. He said the Commission felt it was time to stop <br /> running the programs at a deficit. He noted they do plan to address <br /> hardship cases as discreetly and efficiently as possible. <br /> Council Member Myers noted page 47 of the Agenda listed expenses for <br /> Pacific Fields 1 and 2 but does not show any kind of income or expenses <br /> for Stenzel Park. Dennis Smith, Recreation-Human Resources Director, <br /> said there is no income because the City is not charging any fees there <br /> now. He noted the City only charges fees for adult programs not for <br /> youth. <br /> Council Member Corbett asked if the $10-per-person fee would be <br /> assessed on the leagues. Mr. Smith said it would. <br /> Council Member Corbett asked if leagues in other cities assist in <br /> prepping fields, etc. Mr. Nahm said he knew they did in the City of <br /> Alameda. He said in San Leandro parent volunteers have historically <br /> helped prep the fields. <br />
