Minutes .- San Leandro City Council Meeting - May 17, 1993 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> economic development, design assistance, and housing rehabilitation. <br /> He noted housing rehabilitation is proposed to be transferred to the <br /> County for administration, but the City will still be involved. He <br /> said this could increase the number of units acted on rather than <br /> spending money on administration. He said the program also includes <br /> capital improvement programs, such as improvements for non-profit <br /> organizations, including meeting ADA requirements and other handicap- <br /> access issues. He noted minor changes in the City Council packet from <br /> the original ad related to moving $19,000 to $20,000 to economic <br /> development from administration. <br /> Council Member Perry asked if, for small business loans, the $100,000 <br /> this year would be in addition to last year's funding to provide a <br /> revolving fund. Mr. Klein said this was correct. <br /> Council Member Perry said it is nice to see more funds going into <br /> programs rather than administration and commended staff for combining <br /> • <br /> the City and CDBG funds for community assistance. <br /> Council Member Corbett said the City Council requested information <br /> regarding first-time home-buyer loans. Mr. Klein said, although this <br /> is not available in the Block Grant, it could possibly be available <br /> through the municipal mortgaging program, which provides for tax <br /> credits, and he could also explore the use of home funds which may <br /> allow other types of programs for first-time home buyers. <br /> Council Member Kerr asked what funding would be available for seismic <br /> . rehabilitation of houses and whether CDBG funds are available for <br /> inspections or the cost of doing the work. Mr. Klein said the City <br /> already has a program which helps with tie-downs, bracing, bolting, <br /> etc. <br /> Council Member Kerr asked if there could be funds to have an expert go <br /> from house to house and see what needs to be done. Mr. Klein said he <br /> is working with Pat McClellan to identify certain areas of town where <br /> this might be done. He said funding is available to use rehabilitation <br /> funds for earthquake improvements. <br /> Mayor Karp noted a number of banks are also interested in guaranteed <br /> loans, low-interest loans, etc. , and he said the City's committee is <br /> looking into the financing question. <br /> Council Member Kerr said he was concerned regarding who would pay for <br /> inspections, staff time, etc. Mr. Klein said the County already has a <br /> retrofit program, and he and Pat are discussing those standards. <br /> The Hearing was then opened to the public. <br />
