..Minutes - San Leandro City Council Meeting - May 17, 1993 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> Lou Filipovich, 15376 Laverne Drive, asked what would happen if the <br /> funding goes sour and the City has to pay for it by taking money from <br /> the General. Fund. He said the taxpayer ends up paying. He said people <br /> should have the opportunity to get input. He said at the Association <br /> of Homeowners meeting he asked if they were going to make these rules <br /> mandatory or permissive by individually owned homes. He said if they <br /> are mandatory there will be problems with insurance because the <br /> insurance companies will run off with the coverage and the court will <br /> make insurance pay and they will go out of business. He said it was <br /> noted that public improvements benefit the entire neighborhood, they <br /> establish housing for groups of people with special needs, and they <br /> promote job creation. He said the only job creation he sees usually <br /> goes to civil service employees. He said he would like to see job <br /> creation for senior citizens. <br /> He questioned the matter of only being able to speak for three minutes. <br /> Steve Meyers explained that was a rule of the City Council . Mr. <br /> Filipovich said he asked at a previous meeting if this was a rule, and <br /> no one answered his question. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-98, Resolution Approving Final Submission <br /> Statement for Community Development Block Grant Funds, Fiscal Year <br /> 1993-94 and Authorizing Execution and Submission Thereof by the City <br /> Manager. (2096) <br /> Introduced by Council Member Corbett, who moved its adoption, <br /> seconded by Council Member Perry, and carried by the following <br /> called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, <br /> Polvorosa; Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Parcel Map 5845, Subdivision of a 1 .96-Acre Parcel at the <br /> Easterly End of Montrose Drive. <br /> Mayor Karp indicated, for the record, that he was contacted by the <br /> property owner. He told him he was to contact the neighbors, meet with <br /> them, and explain what had been accomplished with the Soils Engineer, <br /> etc. <br /> Council Member Kerr said he was also contacted by the property owner <br /> and had reviewed a map of the area. <br /> Council Member Perry said she referred the property owner to the City <br /> Attorney. <br />
