Minutes - San Leandro City Council Meeting - June 7, 1993 Page - 2 - <br /> PRESENTATIONS (continued) <br /> C. Presentation of Check for Victoria Circle Park Improvements Project <br /> from Proceeds of the North Area Architectural Home and Garden Tour. <br /> Jacqui Diaz, John Carlson, and Barbara Barry Schwartz, the North Area <br /> Architectural Home and Garden Tour Committee, said they were very proud <br /> of the people who worked on the Tour. They said they worked with the <br /> North Area Business Development Task Force to help promote San Leandro <br /> and bring new business to the North Area. They noted that everyone who <br /> worked on the Tour was a volunteer, and many people were interested and <br /> willing to help. They said the Tour was a great success and raised <br /> $1 ,287, to be split between the Alta Mira House and the Victoria Circle <br /> Park Program. <br /> The City Council thanked the Committee for its hard work and excellent <br /> Tour. <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Lou Filipovich, 15376 Laverne Drive, handed out a document which was a <br /> motion relating to the interim Mayor. He said, if the City Council was <br /> going to make a decision, he wished to speak on his motion. He said, <br /> if the City Council acted, no action or an abstention on his motion <br /> would be considered a "no" vote. He said, if the City Council made a <br /> decision tonight, they should act upon his motion. <br /> Council Member Kerr asked if Mr. Filipovich was recommending that the <br /> City Council make a decision. Mr. Filipovich said the City should hold <br /> off and let the people participate. <br />• <br /> B. Glenn Hilton, 687 Pershing Drive, President of Associated Homeowners os <br /> San Leandro, Inc. , said they have 14 members, and he polled as many as <br /> he could. He said they did not consider it necessary to have a special <br /> election, and they fully backed an appointment to be made to the <br /> Mayor's position by the City Council . He said they felt it would be to <br /> the City's and the public's advantage if the City Council held off a <br /> little while, until the next Council Meeting, to settle the matter. <br /> C. Susan Riskind, said she was a member of the Revenue Committee of the <br /> Task Force. She asked the City to investigate an option discussed by <br /> the Subcommittee, but felt to be too expensive, which was whether the <br /> City and County should collect property taxes to keep the State from <br /> doing a revenue grab. She asked the City Council and City Attorney to <br /> investigate this as an option to protect the City. <br /> Council Member Kerr asked what other jurisdictions do this. Ms. <br /> Riskind said she understands that, if San Leandro passed an addition to <br /> the existing property tax, it could be collected directly by the City, <br /> but there is a large cost. She said she understands there is nothing <br /> in the law prohibiting this. <br />
