He said he <br /> doesn't think one industry should pay more than a resident because <br /> another industry, with which he has no relationship, left the <br /> community. He said regulations say the unit costs must be identical . <br /> Council Member Kerr asked how the unit costs can be identical when <br /> industrial uses have higher BOD's and cost more to treat. <br /> Mr. Lawson said the unit costs are for flow, BOD and SS, and industry <br /> puts out a lot more pounds so they are paying more. <br /> Bob Taylor said, if a household produces 75 gallons, that's the volume <br /> they are charged for. He said the same ratios are applied to <br /> industrial and commercial users. Mr. Taylor explained that San <br /> Leandro's capacity, through EBDA, is set at 18.7 million gallons per <br /> day, but the flow is actually only 4.7 million gallons per day. He <br /> said the City's cost to participate in EBDA is based on a much higher <br /> amount than the other member agencies, and this is one of the fixed <br /> costs the City must pay. <br /> Mr. Taylor said all users of the facility pay for those who have left <br /> the system - residential , commercial and .industrial . <br /> Council Member Perry said she understands fixed costs like EBDA, the <br /> need to meet Federal and State standards, etc. She said $10.80 goes <br /> for operating expenses, which is lower than average in California and <br /> is only $1 .00 more than Oro Loma's base service. She said the <br /> additional $2.40 is for Renewal and Replacement of Facilities, and San <br /> Leandro is experiencing more and more need in that area due to the age <br /> of the facility. <br /> Mr. Lawson said the R&R funds are okay, but the City is playing catch- <br /> up with things. Mr. Taylor said the $2.40 is for the phased <br /> replacement of facilities over time. He said many agencies do not <br /> recover these accruals for replacement and end up needing a bond issue. <br /> He said a separate study is being done on the needs of the collection <br /> system. <br /> Council Member Perry asked if the collection system has the ability to <br /> handle multi-dwellings. Mr. Taylor said the capacity of the Plant is <br /> being looked at, as well as whether the capacity is available in the <br /> collection system. <br /> Council Member Corbett noted the figures in the memo related to the <br /> increases for the various users and asked if it equated to an equal <br /> sharing of costs across the board for the different users. <br />
