Minutes - San Leandro City Council Meeting - June 14, 1993 Page - 5 - <br /> PUBLIC HEARINGS (continued) <br /> B. Glenn Hilton, 687 Pershing Drive, President of Associated Homeowners <br /> of San Leandro, Inc. , said today was the first time he saw or heard <br /> anything about this matter. He said he is not concerned about the <br /> amount of the fees but is concerned about the timing and not being <br /> able to notify the delegates to Associated Homeowners. He said we <br /> are trying to avoid problems, and all he can see is assessments. <br /> Mike Oliver asked Mr. Hilton how this related to assessments. Mr. <br /> Hilton said it doesn't, but people will think it does. <br /> Mayor Faria said studies are done every two years and the same <br /> questions arise. He said the rates were lowered last time. He said <br /> the issue of homeowners versus industrial and commercial uses has <br /> been discussed many times. He said, when the flow goes down, the <br /> fixed costs remain the same and must be shared. <br /> Mr. Hilton said the issue was the timing, and the taxpayer should be <br /> notified ahead of time. Mayor Faria said he would be happy to set <br /> a meeting with homeowners' representatives. He said the average <br /> homeowners' association would find it difficult to understand all <br /> the costs. He said the fees will go up if we like them or not, but <br /> we can explain the process to everyone. He suggested training a <br /> group of homeowners to understand the process. <br /> Bob Taylor said, in the past, he has gone to homeowners' meetings <br /> and reviewed the matter, after a City Council Work Session. He said <br /> he was unable to do that this year. Mike Oliver said it is <br /> critically important that all homeowners' associations are invited <br /> to attend a meeting on this matter, not just the members of <br /> Associated Homeowners. <br /> Mr. Taylor said this matter must be approved by mid-July to be put <br /> on the tax rolls. John Jermanis, Finance Director, suggested <br /> continuing the Public Hearing until the first meeting in July. <br /> Steve Meyers said the City Council could continue this item if it <br /> chose. <br /> C. Lou Filipovich, 15376 Laverne Drive, said he has heard many people <br /> speak over the past months and has heard that the few will pay and <br /> the many will benefit. He said, when you go into business, you can <br /> steal within the law. He said, when his taxes were raised when he <br /> was in business, he passed it on to his consumers. He said this is <br /> a parcel tax the property owner pays, but business passes its costs <br /> on to consumers. He said no one in town represents the taxpayers. <br /> He said he wants people who say they represent homeowners to say how <br /> many people they represent. He said there are 70,000 people in <br /> town, and they don't all belong to homeowners' associations. He <br /> said some taxpayers are trying to find an attorney to file a lawsuit <br /> against San Leandro. <br />
