Minutes - San Leandro City Council Meeting - June 14, 1993 Page - 6 - <br /> PUBLIC HEARINGS (continued) <br /> - Resolution Amending Title 6, Chapter 4 of the San Leandro <br /> Administrative Code Relating to Fees and Charges for Services Provided <br /> by City Departments (adjusts user fees and charges, effective July 1, <br /> 1993). <br /> John Jermanis, Finance Director, said, in looking at City department <br /> services, three things are applied: market comparisons, direct costs, <br /> and Cost of Living/Consumer Price Index. He said he looked at all <br /> fees; and, because of the recession and the fact overall costs have <br /> been reduced since last year, he determined there is not a need to <br /> adjust most department user fees. <br /> He discussed the changes that were recommended, based on direct costs <br /> for providing service, including raising overdue book fees and video <br /> rental fees at the Library; increasing Police Department massage <br /> establishment, junk dealers and pawn broker permits and eliminating the <br /> animal-trap rental program; reducing underground storage of hazardous <br /> material fees in the Fire Department; increasing Engineering Division <br /> grading permit deposits; and adjusting garnishment fees. <br /> He said a series of Redevelopment area fees were being dropped; the <br /> single-family, residential Conditional Use and Variance approval - <br /> process fee was recommended for increase; and new fees were proposed <br /> for zoning compliance review. He said Personnel recommended a fee for <br /> outside participation in City-sponsored training events, and a City- <br /> wide photocopy fee was recommended. <br /> Council Member Perry asked, if an animal was trapped by a resident, <br /> would they have to pay $25, and what would happen if they used their <br /> own trap. Mr. Jermanis said this would be covered by the basic animal- <br /> pickup fee. Council Member Perry said we want residents to contact the <br /> City if they have a problem, and she would like to see the $5.00 fee if <br /> a person has trapped an animal with their own trap. <br /> Mayor Faria suggested the" Animal Control Division prepare a report on <br /> the costs. <br /> Council Member Polvorosa asked if there was a charge to renew a library <br /> card, because the process for renewal is the same as for replacement. <br /> Dave Bohne, Library Director, said the proposed fee is to cover the <br /> actual cost of the plastic library card, not to pay for the process. <br /> He said the City cannot charge fees associated with library services or <br /> it would lose its State funds. <br /> Council Member Perry said she understands the underground hazardous <br /> storage fees but pointed out that a form included in the agenda was not <br /> changed. Mr. Jermanis said this would be revised. She also asked why <br /> the DUI Video Tape Program was eliminated. Mr. Jermanis said the <br /> program did not have a high enough demand. <br />
