Minutes - San Leandro City Council Meeting - June 14, 1993 Page - 8 - <br /> PUBLIC HEARINGS (continued) <br /> - Resolution Amending the Development Fees for Street Improvements Fee <br /> Schedule (amends the DFSI fee schedule to index the fees annually based <br /> upon the Construction Cost Index). <br /> Mr. Jermanis explained this fee began in 1988 and is based upon the <br /> relationship between development and traffic impacts. He said a <br /> committee recommended it be adjusted annually based upon the <br /> Construction Cost Index, which has increased 1 .24%. He said the <br /> ordinance requires a report to the City Council on the total funds <br /> collected and noted this was listed on page 73 of the agenda. He <br /> explained the fees received, the appropriation, the amount expended, <br /> and the committed but unexpended balance. He said appropriations <br /> exceed available resources but should be made up in the coming year. <br /> He said projects are based on the Master Plan of City Streets and were <br /> previously approved by the City Council . He said no new or additional <br /> projects are proposed for 93-94. <br /> Council Member Perry said, when the DFSI was established, there were <br /> certain assumptions about economic growth. She said those times have <br /> changed, and the DFSI needs to be reevaluated. She said this could <br /> perhaps be done as part of the Economic Development Program. Mr. <br /> Oliver concurred; he said preliminary data indicates that San Leandro <br /> has the highest fees of cities along the I-880 corridor. <br /> Council Member Corbett suggested that any evaluation include a survey <br /> and study of other types of fees as well , such as business licenses, <br /> development fees, etc. <br /> The Hearing was then opened to the public. <br /> A. Lou Filipovich, 15376 Laverne Drive, asked if the fee is based on <br /> parcels. Mr. Oliver said it is based upon the unit being built and <br /> applies to new construction only. He said it has nothing to do with <br /> existing units and is for streets being built for new units. <br /> - Resolution No. 93-115, Resolution Adopting City of San Leandro Budget <br /> for Fiscal Year 1993-94 and Appropriating All Revenue Therefor (adopts <br /> the City Manager's proposed 1993-94 budget, including Revenue, <br /> Appropriations and Reserve Transfers) . <br /> John Jermanis concluded by recommending that the City Council adopt the <br /> budget, including appropriations, revenue, and transfers to and from <br /> reserves. He noted $20,000 would be appropriated for Gang Prevention, <br /> and $2,500 would be restricted until more information was obtained <br /> related to the Philharmonic Orchestra. <br /> The Hearing was then opened to the public. <br />
