Joann Mattoon asked when the new Zoning Code would come out and said <br /> many variances will be necessary for people adding onto their <br /> properties. She said it would not be fair to charge them more for <br /> a variance until the new Zoning Code is adopted. <br /> June Catalano, Development Services Director, said review of the <br /> Code with community groups has been completed and the comments are <br /> now being incorporated. She said she will be dealing with any <br /> overlap that may cause an inequitable situation; and, if that <br /> occurs, there will be no charge. <br /> B. Gary Loeffler, 235 Begier, asked if schools would have to pay a <br /> charge to have dogs, skunks, etc. , removed. Mike Oliver said there <br /> was no basis on which to charge schools for this service. . <br /> C. Lou Filipovich, 15376 Laverne Drive, said he understands the zoning <br /> changes will not be cast in stone and asked if these fees could be <br /> changed by the City Council . Mayor Faria said they could. <br /> - Resolution No. 93-113, Resolution Amending Title 12, Chapter 6 of the <br /> San Leandro Administrative Code Relating to Fees and Charges for <br /> Services Provided by the Building Regulations Division of the <br /> Development Services Department (adjusts building, plumbing, electrical <br /> and related fees, effective July 1, 1993). <br /> Mr. Jermanis said the only change proposed was to the fee for water <br /> heater permits. He said a set fee, not to exceed $60,, was proposed to <br /> encourage people to obtain permits for water heaters for safety <br /> reasons. <br /> Mayor Faria suggested this was still high and should perhaps be $25. <br /> Council Member Kerr asked if the fee could be $25, because it only <br /> requires a three-minute inspection; an additional charge could be <br /> imposed if a second inspection is requested or if there is a problem. <br /> Council Member Corbett asked if the fee was based on actual cost. Mr. <br /> Jermanis said it was based on two inspections and a $45-permit fee. <br /> Mayor Faria said no one gets a permit to inspect water heaters because <br /> the water heater costs $100 and the inspection costs $75. <br /> Council Member Corbett said she sees this point but said some people <br /> would avoid getting a permit regardless of the amount. She said other <br /> taxpayers subsidize a lower rate. <br /> Mayor Faria suggested approving the recommended fee, then seeing what <br /> happens. <br />
