Minutes - San Leandro City Council Meeting - June 24, 1993 Page - 6 - <br /> Minute Order No. 93-46. Matter of City Council Appointment to Fill Vacant <br /> Seat, City Council District 1 . (1315) <br /> On motion by Council Member Myers, seconded by Council Member Corbett, and <br /> carried unanimously, the City Council appointed Paul Nahm to the position <br /> of City Council Member, District 1 . <br /> AYES: Council Members Corbett, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Faria ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 6. CITY COUNCIL COMMENTS <br /> A. Council Member Kerr noted that the Alameda County Transportation <br /> Authority and the Congestion Management Agency held a 35-minute <br /> memorial for Dave Karp, honoring him for his outstanding work in the <br /> transportation industry. He said the program was very nicely done, and <br /> Mrs. Karp and members of her family attended. <br /> B. Council Member Perry said a lot of trailer bills were passed in the <br /> Assembly. She said the Senate was still debating when she left. She <br /> said cities fared better than expected with the trailer bills. She <br /> said out of $2.6 billion, counties will be hit for $1.988 billion, <br /> cities for $288 million, and special districts for $244 million. She <br /> said redevelopment agencies would be hit for $65 million over the next <br /> two years. She said, because San Leandro is a low property tax city, <br /> it will only be hit for 9% of the total Alameda County property tax <br /> which is $97,315,000 for the County, $792,000 for the City. <br /> She said the Legislature shifted $90 million as a one-time payback out <br /> of the debt service for a one-time vehicle license rebate, and San <br /> Leandro might get up to $240,000 of that. <br /> She said each county must put the one-half cent sales tax extension on <br /> the ballot and ask the State for the money. If the voters approve it <br /> statewide, and the County has done a number of things, the City could <br /> get up to 50% of its net property tax hit, or a maximum of $272,000, <br /> which could be utilized for public safety, police and fire protection, <br /> and district attorney services only. <br /> She said cities fared better because Governor Wilson was hit very hard <br /> by the League and numerous cities. She said the counties didn't fare <br /> as well and alienated Speaker Brown. She said she will provide the <br /> information on the trailer bills to the Council . <br />
